the positive steps that Libya has taken in the
past few years to rejoin the community of
nations, Libyan strongman Muammar Gaddafi's
recent efforts to force a small dissident radio
station off the airwaves have flouted
international law and are chilling relations
between Tripoli, Washington and London.

5Keeping our Systems Safe and Ready
- Our satellites support a number of
mission-critical networks for national and
homeland security - Expanding operations in geostationary orbit

operators, including U.S. government systems - Commercial operators are devoting increased
attention to avoiding collisions and other
harmful interference - Commercial operators routinely cooperate with
each other on routine maneuvers and unplanned
anomalies - Operators use orbital element data from Air Force
Space Commands Commercial and Foreign Entities
pilot to avoid collisions with listed GSO objects - Unlisted GSO objects still pose a challenge for
commercial operators - Certain operators are already providing
information on satellite constellation and
maneuver plans to USSTRATCOM - We are increasingly concerned about potential
hazards from anomalies and other unplanned events
affecting spacecraft under the control of DoD and
other operators

- U.S. and Allied Navies currently provide naval
cooperation and guidance for merchant shipping - U.S. Strategic Command similarly positioned to
improve shared space situational awareness for
commercial GSO satellite operators who support
U.S. and Coalition forces - Advance notice of commercial operators planned
maneuvers from all operators - Reporting of anticipated conjunctions/close
approaches - Asymmetric data exchange with USG is much better
than none at all - Deconfliction mechanisms for anticipated
conjunctions - Collaboration on anomaly resolution to avoid
harmful interference - Enhanced cooperation supports implementation of
U.S. National Space Policy - The Secretary of Defense shallconduct space
situational awareness forU.S. commercial space
capabilities and services used for national and

7DoD Flight Dynamics Task Force
- Five leading companies CTOs proposed specific

regarding - Feasibility of proposed measures
- Interfaces with evolving USSTRATCOM command
structure for space operations - Develop future strategies for managing drifting
objects and non-cooperative satellite systems - Flight Dynamics Task Force established as
subgroup of DoDs Commercial SATCOM Mission
Assurance Working Group - Exploring options for improved cooperation
between the Department and commercial operators
supporting DoD. - Government and industry orbital flight dynamics
experts considering an evolutionary approach for
improved shared space situational awareness in
the geostationary orbital belt.

- Commercial GSO satellites support a number of
mission-critical networks for national and
homeland security - It is in governments and industrys mutual best
interests to keep orbits free of debris and
operate as responsible space operators - Commercial GSO SATCOM operators committed to
responsible coordination with DoD - We accept that USG security requirements may
require an asymmetric information exchange
between DoD and its commercial satellite
operators - Industry hopes to begin exercising procedures
with DoD in early 2007 - Initial unclassified tests of communications
protocols - Subsequent drills involving key satellite
operations staff with U.S. and Allied SECRET
clearances -
