What is it?
  • A high quality learning route giving access to
    skilled employment and High Education that will
    help us meet the skills needs of the economy well
    into the future
  • A qualification led by employers that combines
    theory and practical learning that will motivate
    and engage more young people, raise attainment
    and equip them with the skill, knowledge and
    understanding they need for future employment.

Who are Diplomas for?
  • The Diplomas are designed for all students
  • who feel that existing education provision
    doesnt meet their needs
  • who want to go straight into work with training
    after they leave school, and those
  • who want to go into higher education

How is it Different?
  • Delivers a blend of sector and general learning
    to learners aged 14-19 within applied settings
    and contexts
  • A composite qualification
  • Collaborative development and collaborative
    delivery

Planned locally in partnership
  • From 2013 there will be a learner entitlement for
    any of the 14 lines of learning
  • The delivery of the offer of the 14 Diplomas will
    be planned and delivered locally
  • Local partnerships (including colleges, school,
    work-based learning providers and employers) will
    need to put together a collaborative
    infrastructure for Diplomas
  • Through the gateway, a QA system provided
    regionally, local partnerships will have their
    preparedness assessed
  • Local partnerships will decide when they want to
    bring Diplomas on stream - factors to start
    planning from
  • student, employer and parent demand
  • local expertise to support delivery
  • levels of achievement
  • sectors and pathways to employment opportunities

Level and Equivalence
  • Diplomas are flexible qualifications which will
    sit alongside, and may incorporate A levels,
    GCSEs, and other qualifications. At levels 1 and
    2 the Diploma will take up 40 of curriculum
    time. At level 3 a Diploma could be combined
    with another A level.
  • level 1 equal to four to five GCSEs at grades D
    to G
  • level 2 equal to five to six GCSEs at grades A
    to C
  • level 3 equal to three A levels

Issues and Implications
  • Capacity of schools/colleges and particularly
    training providers to deliver Specialised
    Diplomas to large numbers of students across all
    14 lines at 3 levels.
  • Employer engagement remains a real difficulty and
    needs central co-ordination for the recruitment,
    retention and development of employers.
  • Potential legal requirements with regard to
    students e.g. Health and Safety, Duty of Care,
    Risk Assessment etc.
  • IMPLEMENT THE QUALITY IMPROVEMENT FRAMEWORK
  • Workforce Development - Need for a programme of
    CPD for existing staff, TPs and trainee teachers
  • Harmonised and Blocked Timetabling

Issues continued
  • Advice and guidance for staff, students and
    parents needs to be integrated from year 7.
  • Key Stage 3 Review must ensure it adequately
    prepares young people for KS4 and beyond
  • The recruitment and induction of young people on
    to Diplomas must be rigorous to ensure retention
  • Must ensure students can transfer across learning
    pathways at different levels
  • Quality assurance across institutions must be
    ensured - QIF
  • An Integrated Transport Strategy

  • July 2007 Gateway Guidance published
  • Potential for bids for 10 Lines of Learning
  • September 14th Bid writing workshop Masson Mill
  • October 15th Draft Bids to LEA
  • October 19th Draft bids returned to Learning
    Community
  • November 7th bids submitted to DFES
  • March 2008 Gateway successful bids announced
