Maßnahmenpaket I Maßnahmen zur Erreichung und
Sicherstellung einer marktfähigen
Leistungsqualität im Kombinierten Verkehr
insbesondere im unbegleiteten Kombinierten
Verkehr mit deren Umsetzung sofort begonnen
wird. Maßnahmenpaket II Kurzfristige Maßnahmen
zur Verbesserung der Angebotsqualität und zur
Effizienzsteigerung in der Produktion mit einer
einhergehenden schrittweisen Erweiterung des
KV-Angebots. Maßnahmenpaket III Erforderliche
Maßnahmen zum mittelfristigen Ausbau und
Bereitstellung weiterer Kapazitäten im Bereich
Trasse, Traktion und Umschlag zur Erzielung der
angestrebten Verlagerungseffekte bis 2005 und
darüber hinaus.
