Objectives of Integrated Maritime Policy
  • 1. Improve trans-border and cross-sectoral
    cooperation
  • 2. Progressively integrate existing or future
    sectoral surveillance/monitoring systems.
  • WHY?
  • To identify synergies
  • To avoid duplications/inconsistencies
  • To increase effectiveness of operations reduce
    costs

  • The administrative structure of national
    authorities dealing with surveillance,
    monitoring, tracking and reporting actions
    varied and sometimes complex
  • Reported cross-border cooperation not carried out
    at the same level in all sea areas around EU
  • Regional approach to respond to specificities?

  • Developments at EU level traditionally sector
    based but synergies are possible
  • E.g. Fisheries control, maritime safety and
    security
  • Some surveillance initiatives at EU level serve
    more than one sectoral purpose
  • E.g.SafeSeaNet (accident prevention and marine
    pollution possibly extended to port state
    control, waste and maritime security
  • Eurosur (3rd phase to incorporate all other
    relevant surveillance data)
  • Space based tools serve a number of EU policies
  • E.g. KOPERNICUS for maritime security,
    environment, border control, fisheries etc

The objective
  • An integrated maritime information and
    surveillance network having the ability to make
    continuously available information on all
    activities in the maritime domain in order to
    support a more efficient and timely decision by
    competent authorities
  • Using existing structures
  • Allowing for progressive integration

Management of activities in the European maritime
area requires an integrated approach
  • To address comprehensively Safety, Security and
    Environment Challenges
  • To support interoperability and coordination
    between Member States and Agencies
  • To optimise global efficiency in combining assets
    (LRIT, AIS, VMS, Coastal/Shipborne/
    Airborne/Spaceborne Capabilities, etc.)
  • To extend operational capabilities beyond coastal
    waters
  • To optimise benefits of new investments
  • Technology allows integration of national,
    multinational and multi-sector assets and systems

Way forward
  • To move from a sector specific development to
    cross sector synergies
  • Responsible authorities need to exchange
    information, experiences, knowhow
  • Regular meetings of the Experts group

  • Monitor technical aspects
  • SafeSeaNet, Eurosur, Agencies
  • Report outcome of research projects
  • Explore how to optimize use of space tools
    cross-sector
  • Review the legal aspects
  • Data collected for one purpose legitimately used
    for another, onward transfers, protection of
    personal data, etc
  • Consider administrative implications
  • Promote administrative cooperation, in particular
    between Agencies
