Expensive to install and shortage of official
electronic charts (ENCs from approved
hydrographic offices). Because the coverage of
unofficial electronic charts is better, thus
stimulates the use of ECS and not ECDIS. The high
tech appearance of an ENC can lead the ship
master into danger through assuming that it is
based on more comprehensive and the latest
hydrographic data than is the case. Cost. Type
approval process. Poor selection of providers.
Different national requirements for backup
systems. Timely and costly chart corrections at
sea. ENCs for all areas still not available.
Usage is restricted by Permits. Updates (CD
floppy) sent every three months and often delayed
due to vessels trading pattern.

Where ECDIS and Paper charts are in parallel use,
extra work load on the navigator during
passage plan. Seem to me that keeping the
system up to date is very costly because on my
last two ships with ECDIS owners were not
providing corrections which on the end made all
system unfit for navigational use. They dont
tend to cover our winter season pattern of
Caribbean or world cruising, I believe that
other countries have them available now but there
are difficulties with compatibility with our
system / supply / corrections and of course the
cost associated with purchasing cells for a once
a year call to certain ports.

I am sure coverage is available for all our
voyages, but because the company will not pay
for a total coverage, the most critical areas
such as Japan we do not have the benefit of the
system.   Onboard only the hardware (ECDIS) is
installed with no charts be it RNC/ENC .

  • increase ENC production put them on the market
    (Slovenian case!)

    (so users would prefer official
  • ECDIS to unofficial ECS)
  • price of ECDIS such to stimulate use
  • legislation on use on ENC/ECDIS such to
    stimulate use (mandatory use chart
  • carriage requirement paper/RNC ENC ENC
    only RNC and ENC?)
  • To much (double) work for OOW !
  • simplify the distribution licensing / coding gt
    more providers (?)
  • system of ENC licensing by use not yearly
    subscription if only need ENC cell once
  • resolve (simplify) the use of acronyms ENCRNC
    ECSECDIS ENCESC,
