WARM HOMES SCHEME
  • Began July 2001
  • Funded by the Department for Social Development -
    11.85m
  • Additional resources from NIEs Energy Efficiency
    Programme - 1.5m
  • Managed by Eaga Partnership

WARM HOMES SCHEME
  • Targets 3 vulnerable groups of private sector low
    income households
  • Households with children / expectant mothers
  • Those with an illness / disability
  • Householders 60 years and over
  • Householder must be in receipt of a qualifying
    benefit

INSULATION MEASURES AVAILABLE UNDER WARM HOMES
  • Cavity wall insulation
  • Reflective radiator panels (solid walls only)
  • Loft Insulation
  • Draught proofing of windows doors
  • Hot water tank insulation
  • 4 energy efficient light bulbs
  • Energy efficiency advice
  • Grants available of up to 750

WARM HOMES PLUS HOUSEHOLDERS 60 YEARS AND OVER
AND IN RECEIPT OF A QUALIFYING BENEFIT
  • Entitled to the previous measures PLUS
  • Conversion of existing solid fuel central heating
    system, LPG or Economy 7 to oil or gas
  • Installation of a new oil / gas system
  • Repair / upgrade of an existing oil / gas system
  • Grants of up to 3700 are available for both
    sets of measures

Progress to date (July 2001 May 2005)
  • 22 845 homes have received insulation measures
  • 7 924 homes have received a heating system
  • 33m has been spent to date installing these
    measures

Case Studies to illustrate benefit maximisation
  • Mrs.M. is a widow who lives alone in rural area.
    When she contacted Eaga, in receipt of AA only so
    not entitled to heating system. Coal fire in
    living room, slept, ate, bathed etc. here in
    Winter. Home damp and cold ill health and social
    isolation
  • Engaged local CAB, benefits health check 18p
    per week of Rate Rebate!!
  • Has had an ofch and insulation measures installed

Case Studies ctd.
  • MrMrs R., both elderly and in ill health, no
    children, very little social support. Mr. R. in
    receipt of A.A.. Coal fire only, home very cold
    and damp.
  • Engaged local CAB entitled to significant
    amount of RR, higher level of IS and Mrs. R. also
    got AA- income increased by over 100 per week
  • Ofch and insulation measures installed!!

Making a difference
  • First time in 20 years that the house has been
    warm throughout
  • This was my first winter with central heating
    and the difference it has made to the quality of
    my life is amazing. My house is snug from top to
    bottom and I will no longer dread those log
    winters trying to keep warm hanging over an
    electric fire. I could never have been able to
    afford this myself

  • Still hot in the evening, it is such a boon
  • Each room we can now turn heat up or down
  • No more do we shiver and sigh with a frown
  • The workmen were excellent at fixing the rads
