2Context of work to support vulnerable children
A flurry of activities the wake up call is
sounded there is no time to waste
- Policies global commitments national laws,
policies action strategies - Resources multiple resource pots many
mechanisms for resource flow - Actors many are in the race at different
levels, addressing different/multiple issues - CSOs playing a key role in all this in policy
development, resource mobilization, service
delivery, resource tracking
3Resource tracking mechanisms
Two broad categories still evolving taking
place amidst a crisis of accountability
- Internal resource tracking by resource
providers and users classical government
systems donor-driven - External/independent resource tracking audit
function watchdog CSOs - Crisis of accountability corruption and
resource misuse inequity, nepotism poor service
delivery
4CSO experiences in resource tracking
There in internal and external resource tracking
visible in efforts at national, district and
community levels
- CSOs as program implementing agencies shaped by
government or donor systems tracked by
beneficiaries - CSOs as watchdogs substantial interest,
experience more with other resource pots, less
on vulnerable children - National level focus on engagement with
government, donors limited public engagement - District and community level bold intentions
(decentralize CBMIS) little progress in
establishment, functionality
5Improving CSO contribution to resource tracking
Strengthening systems increasing CSO
participation enhancing utilization of
information
- National level building on existing systems and
capacities bringing resources for vulnerable
children onto the agenda - District level CSO mobilization, coordination
in peer monitoring structures or partnership
with government - Community level invest in realization of CBMIS
for real promote popular participation - The imperative of knowledge management
translating resource tracking data into applied
products
6Next steps in the RIATT study process

reports develop and publish a regional advocacy
