BART Background, (briefly)

• EPA Guidance finalized June 2005
• Many questions about interpretation
• VISTAS Policy and Process will be discussed at
  November 1-2 meeting
• Unresolved questions will be placed into a
  parking lot until then
• EPA Guidance requires modeling protocol for all
  BART eligible sources.
• This is why we are here today to begin to work
  through issues.

  reduce all point VOC or NH3 emissions (BART and
  non-BART sources) in each state and evaluate if
  cumulative impact lt 0.5 dv
