Title: VISTAS BART Planning

1
VISTAS BART Planning Overview
  • September 21, 2005

2
BART Background, (briefly)
  • EPA Guidance finalized June 2005
  • Many questions about interpretation
  • VISTAS Policy and Process will be discussed at
    November 1-2 meeting
  • Unresolved questions will be placed into a
    parking lot until then
  • EPA Guidance requires modeling protocol for all
    BART eligible sources.
  • This is why we are here today to begin to work
    through issues.

3
What are VISTAS expectations for a Common BART
Modeling Protocol?
  • Role of States versus VISTAS in BART
  • What is good enough for BART?
  • Decisions may not be made today, but dialog is
    essential

4
VISTAS Objectives
  • VISTAS Common BART Protocol
  • guidance
  • Source-Specific BART Protocol
  • State review and approve before source begins
    modeling
  • Required whether VISTAS or source funds modeling

5
Pollutants Covered
  • Todays CALPUFF discussion focuses
  • SOx, NOx, PM(10/2.5)
  • EGU modeling
  • CAIR BART for SOx, NOx?
  • EGU PM2.5 Emissions Threshold
  • VOC, NH3 discussion deferred
  • VISTAS has asked Georgia Tech to apply CMAQ to
reduce all point VOC or NH3 emissions (BART and
non-BART sources) in each state and evaluate if
    cumulative impact lt 0.5 dv

6
BART Exemption Modeling
  • Screening Modeling
  • Against Contribution Threshold (i.e. gt 0.5 dv)
  • VISTAS/States modeling aid (see following map)
  • Criteria for selection of sources?
  • Model Plant Analyses
  • Sources less than 50km or greater than 300km

7
Sources as of Sep 2, 2005. Some sources have
been removed since this map was generated.
8
Impact Analyses for BART Controls
  • Same configuration and assumptions in CALMET,
CALPUFF, and CALPOST as used for exemption
    modeling

9
On To The Issues.
  • Issues will be cataloged on flip charts
  • Policy Process Issues brought up will be
    discussed in November
  • Outstanding Issues from today will continue to be
    discussed and resolved
  • Final Protocol is expected to be released in
    November 2005
