• 35 Municipal collection sites registered or in
  progress
• 79 Non-municipal collection sites registered
• Phase 1 Program launch April 1, 2009

Collection Site Application Approval (1)

• Open-ended registration no deadline
• Update site information as necessary by
  unsubmitting
• Site approval process
• OES reviews registration application
• OES conducts site visit
• site provides proof of training required

• Sites visits, where required, will begin the week
  of March 2nd with approval/upgrade notice shortly
  thereafter
• Terms conditions being finalised should be
  available in early March
• These will form basis of agreement between the
  collection site OES

Items Accepted In A Collection Site's Program

• Collection programs can chose to accept some or
  all of Phase 1 items
• Collection sites can limit certain types of WEEE
  it accepts (e.g. based on size)
• NOTE if site is an approved OES collection site,
  then all Phase 1 WEEE collected by the site
  becomes subject to OES Program

• Municipal Collection Site Checklist
• Phase 1 WEEE can be stored outside
• must be sheltered from rain snow
• Packing supplies are part of OES program will
  be supplied at no cost to the municipality.
• OES will coordinate delivery of supplies to
  collection sites or events

Collection Site Requirements (1)

• Phase 1 WEEE should be sorted packaged as
  follows
• Group 1 desktop portable computers contained
  on shrink-wrapped pallets, in gaylord boxes
• Group 2 display devices contained on
  shrink-wrapped pallets, in gaylord boxes
• Group 3 printing devices peripherals contained
  in bulk bags

Collection Site Requirements (3)

• A municipal collection site may be unable to
  comply with sorting packing requirements under
  OES Plan due to space, staff or other constraints
• OES will work with site to identify possible
  options

Logistics Servicing/Transportation (1)

• Minimum pick-up requirement is 5 pallets, 10
  pallets in the North
• OES will coordinate regular pick-ups by
  OES-approved transportation companies

Logistics Servicing/Transportation (2)

• Multiple collection sites in a municipality
• some sites in the municipality may not have space
  to sort, store package Phase 1 WEEE
• municipality can transport material from its
  different collection sites to one of its own
  site(s) for sorting packaging in Phase 1
  packing groups
• for this kind of internal transport, not
  necessary to sort/package WEEE
• Internal transport of unsorted WEEE not funded
  by OES

• Municipality transporting directly to OES
  consolidation site
• would need to register be approved by as
  transporter by OES
• Phase 1 WEEE would need to be sorted packed for
  transport as outlined in the sorting packing
  requirements

• Broken CRT (monitors /or TVs) LCD screens will
  need to be packed shipped according to
  guidelines in Municipal Collection Manual

• Option WEEE contractor provides turnkey
  service to municipality
• contractor hired by municipality provides all
  services to receive, sort, pack WEEE either
• OES transporter picks up sorted packaged WEEE
  from municipal site(s) or event(s), or
• contractor transports non-sorted WEEE to its own
  facility for sorting packaging OES transporter
  picks up WEEE from contractors facility

  province

• Many municipal programs collect non-Phase 1 WEEE
• Concern about how this material is to be handled
  after April 1st
• Existing new service provider contracts

• Options
• Non-phase 1 WEEE to service provider as
  determined by municipality status quo
• Or
• Non-phase 1 WEEE to OES transporter/ processor
  along with Phase 1 WEEE

• Handling of non-Phase 1 material could be part of
  OES transportation system if packing, packaging
  supplies, transportation processing costs
• can be identified
• are written into collection site contract for
  non-Phase 1 WEEE with municipality
• can be charged back to municipality

Non-Phase 1 WEEE-Collection Events

• Contractor for collection event would have to be
  registered approved by OES
• If contractor does not offer transportation
  services, OES would coordinate
• Transporter would have to be registered
  approved by OES
• Handling of non-Phase 1 material could be part of
  OES transportation system if packing, packaging
  supplies, transportation processing costs
• can be identified
• are written into collection event contract for
  non-Phase 1 WEEE with municipality
• can be charged back to municipality

Record/Tracking System

• Collection sites events will use packing labels
  bills of lading to document number type of
  packing groups origin
• Consolidation centres will report back to
  collection sites on weights for each packing
  group received
• Tracking at collection sites paper-based for now

Promotion Education

• OES plans to assemble event promo kit with
• ad for local promotion
• news release(s)
• poster
• sandwich sign (for use if permitted by location/
  municipality)
• Standard messaging OES will provide wording
  approx. two weeks before program launch.

What About

• Capital costs
• 165/tonne paid by OES to collection sites
  intended to cover costs incurred to manage Phase
  1 WEEE until it is picked up by OES-approved
  transporter (includes any capital costs).
• C of A for managing WEEE at a waste site
• waste site with existing C of A needs to amend it
  if WEEE segregation/collection is to be added to
  site operations

What About

• Charging fees to receive WEEE
• many waste sites have tipping fees in place to
  cover all waste received
• is this prohibited for Phase 1 WEEE?

No. However, the intent is that handling
incentive transportation processing costs
borne by OES are intended to make it so OES
collectors do not charge a fee
