2Who Is Eligible to be a National Merit Scholar?
- High school juniors taking the PSAT/NMSQT are
eligible - Full time high school students planning to attend
college in the fall - Citizens of the U.S. or permanent residents
seeking citizenship
National Merit Scholarship Corp.
3How Do You Become a Finalist?
- Of the 1.3 million entrants about 50,000 will
qualify for either commended status or continue
along as a semifinalist - In September 16,000 will advance as a
Semifinalist who then must complete the
scholarship application - Semifinalist recognition is based on the share of
graduates from each state (USA Today, 2004) - In February some 15,000 Semifinalists will be
notified about their advancement to Finalist
status

- The scholarship package seeks to enroll
intelligent and diverse students but it is not
entirely meeting that goal - Residents are given 100 waiver of all costs but
non residents are given more money but it
doesnt call 100 of their academic costs
(resident tuition is not fully waived) - Non-residents have more costs to consider when
choosing a college, thus should receive a larger
scholarship to provide more diversity

- The large scholarship package creates a positive
benefit externality - The benefit provided to the university falls as
the number of National Merit Scholars enrolled
rises - The program may not be accomplishing the goal of
enrolling the most academically motivated
students at OU
