12
US has issues with the USSR (communists) after WW
II
  • Yalta Conference Soviet Promises
  • Meeting in Feb. 1945 where Allied Leaders met to
discuss the future of Europe after WW II
    Roosevelt, Stalin, and Churchill
  • Stalin tough and clever bargainer at first
demanded Poland be under communist control and
argues USSR suffered most during war and deserved
    half of German reparations
  • Stalin promises to declare war against Japan
after beating Nazis and promises to join United
    Nations (UN)
  • Also promises not to interfere in countries along
Russian Border and to let Poland have free
    elections

13
After the Atomic Bomb
  • Control of Atom
  • The UN proposed a world agency to control Nuclear
energy which had the right to inspect all atomic
    plants anywhere
  • Russian refused and vetoed plan because they
wanted to expand their nuclear capability (hoping
    to match US power)

14
Democracy in Poland? Not
  • Forced Communism
  • Even though Stalin had promised free elections at
Yalta, he instead forced a communist government
    on the Poles
  • The USSRs military still occupied polish
    territory

15
Baltic States and Eastern European States
  • Soviets retained hold on Latvia, Lithuania and
    Estonia
  • Supported communist forces in Hungary, Bulgaria
    and Romania
  • Russias goal was to keep friendly states all
along its borders satellite states that were
communist and would act as a buffer from the
    capitalist/western world

16
Case Study Turkey and Greece
  • TURKEY
  • Soviets pressuring Turkey to give them military
bases and control of the straits leading from
Black Sea to the Mediterranean so the Russian
    Navy could move more freely
  • US Secretary of State Marshall devised plan of
military and economic aid 100 million for Turkey
and civilian and military overseers to train
    their people
  • GREECE
  • Civil war erupted in Greece in 1946 and
    surrounding communist governments supported
    insurgents fighting govt
  • The fear was a communist take over in Greece
would infect Asia, Africa and Europe
  • Great Britain had been sending Greece money and
troops, but could no longer afford it.
  • US Secretary of State Marshall sent military and
economic aid 300 million for Greece

17
Americas Response to spread of communism -
Containment
  • Created by George Kennan (American diplomat in
USSR) who believed communist wanted to take over
world and warned that Russia must be contained
    within its present borders
  • Containment leads US to support Greece and Turkey
against communists and the motivation behind
Truman Doctrine (foreign policy developed by
