WHY?
  • The Organizational Review Committee
  • was formed in response to a resolution
  • to the 2007 CUPE Manitoba Convention
  • CUPE Manitoba will
  • 1. Form a committee to review our CUPE Manitoba
    structures and policies and compare with other
    regions to consider any recommendations for
    change.
  • 2. Strike a committee comprised of an Executive
    Member, 2 committee chairs, and local activists
    and chaired by the Provincial Secretary-Treasurer.
  • BECAUSE
  • 1. We often talk with and learn how activists in
    other regions do things.
  • 2. We should review our current way of doing
    things.
  • 3. We should challenge ourselves to evaluate how
    current systems and structures are working and
    consider options in a coordinated way.

WHO?
  • A letter was sent to all locals requesting that
    names be submitted to participate on this
    committee. The Committee is comprised of
  • Brother Charlie Morrison, Local 110
  • Brother Mike Davidson, Local 500
  • Sister Rose Streick, Local 1550
  • Brother Ric McAlpine, Local 1973
  • Sister Ghislaine Alleyne, Local 2348
  • Sister Gale Morton, Local 2938 (Chair)

HOW?
  • The committee used the following documents as
    resources
  • Constitutions from CUPE Saskatchewan, BC, HEU in
    BC, Ontario, Alberta, New Brunswick, Building Our
    Future survey from Alberta
  • CUPE Manitoba Constitution and By-laws
  • CUPE Manitoba Think Tank Report 2006

PROCESS
  • The committee individually reviewed all the
    resource material and compared the different
    models from across Canada.
  • Then brainstormed ideas and identified
    commonalities and consistencies.
  • The committee is attempting to address the
    concerns regarding CUPE Manitobas profile and
    ensuring all sectors are represented adequately.
  • The committee has developed some recommendations
    for discussion.
  • The locals will be consulted through the survey
    being circulated and through the area meetings in
    the fall of 2008. There will be a Committee
    Chair meeting held in late spring 2008.

Recommendations
  • Change to Sectoral Representation on CUPE
    Manitoba Executive from Area Representation
  • Have two reps from each sector
  • Health Care
  • Hydro/WCB/Universities
  • Municipal
  • School Divisions
  • Social Services/Child Care

  • This would increase the size of the executive but
    would provide better representation for the
    members
  • The Sector Reps do not have to be the same person
    as the Sector Committee Chairs
  • Try to find ways to ensure equal representation
    from rural and urban for each sector

  • Public Relations
  • Young Members
  • Health and Safety
  • Aboriginal Council
  • Human Rights
  • Contracting Out and Political Action
  • The goal is to try to strengthen and enhance the
  • role of the issue based committees

  • Questions/concerns the committee has identified
  • By-laws/terms of reference need to be reviewed,
    need for consistency
  • Need for an executive member to act as liaison on
    committee
  • Consistent meeting dates i.e. 2nd Wed of each
    month to promote better attendance
  • Each committee should submit a plan of
    action/goals and objectives to the Exec each year

  • What can the CUPE Manitoba Executive do to ensure
    that the committees are aware of the expectations
    and responsibilities associated with CUPE
    Manitoba Standing Committees

  • The Committee looks forward to consulting with
    the locals and presenting a full recommendation
    at the 2009 convention.
  • If the recommendation is to proceed to sector
    representation all area representative/sectoral
    positions will be up for election at the 2009
    convention .
