5Objectives and purpose
- The IRE Knowledge Transfer working group aims to
- Create a continuous learning process amongst IRE
member regions of how knowledge transfer
activities can be stimulated, developed and
promoted - Increase efficiency and effectiveness of public
support to knowledge transfer initiatives by
improving the integration of both policy makers
and knowledge transfer practitioners in the
process - Develop ideas for knowledge transfer policies
and tools - Create networks between regions to facilitate
exchanges and perhaps joint policy/project
implementation - Produce a final report in the form of a Handbook
that identifies key issues and barriers to
effective knowledge transfer and more importantly
offers solutions and good practice ideas for
promoting knowledge transfer in the regions and
with companies
6Working group activities
- Format
- 5 meetings in two years (programme ends June 08)
- Final joint policy conference/meeting with the
two other IRE Sub groups (clusters and innovation
systems) in order to reinforce the dissemination
activities - Â Concept and methodology
- Presentations by the working group members
themselves - Structured discussions related to a set of key
working group issues and lessons learnt from each
of the presentations and barriers to their
transferability topics - How to learn from others what to learn
approaches - Visits of Knowledge Transfer initiatives within
the host region - Literature on Knowledge Transfer with examples of
good practices - Wrap up presentation and summary by the animator,
focussing on the issues that will be included in
the final report Handbook
7Draft Work Programme
- Meeting 1 Regional strategies and policies to
support Knowledge Transfer (overview of the types
of initiatives, programmes used to support
knowledge transfer at a regional level, linkages
between regional strategies and knowledge
transfer initiatives run by others such as
universities ) - Meeting 2 Knowledge Transfer governance and
finance, (the role of PPPs, Research Foundations,
the appointment of relevant HR , the
participation of regional actors etc) - Meeting 3 Understanding the needs of SMEs and
the approaches necessary to secure their
participation in effective Knowledge Transfer
activities, project detection etc - Meeting 4 The role of EU and regional
networks in supporting knowledge transfer and in
particular cross border knowledge transfer,
internationalisation etc - Â
- Meeting 5 A review of the key performance,
evaluation and monitoring tools used in the field
of knowledge transfer. Public and private
partners are required to increasingly demonstrate
the effectiveness of their activities (outputs,
indicators, results etc) and should therefore be
addressed in this Working Group - Final conference Plenary session meeting with
the other two IRE Working Groups. This will
enable Working Group members to share their
findings with the other members.

- Final report (Handbook ) produced after the five
meetings - key issues and barriers to effective knowledge
transfer - solutions and policy suggestions supported by
case study material for enhancing knowledge
transfer activities - dissemination to other regions faced by similar
challenges
