• Hi Keven--
• You are right that various handbooks have
  different "rules" on this.  Some say write out
  number to twelve some say to twenty.  The Oxford
  Companion to the English Language mentions both
  of the above but recommends writing out numbers
  to one hundred, with hyphens for twenty-three,
  etc.  I am reading a copy-edited ms. of my new
  book, and the editor has written out every
  number.   I had numbers above 20 in numerals.  So
  it seems to depend on what system you are
  using.   If you use APA, you might check what
  they say.  I don't have an APA guide at hand.
