WHAT THIS PROGRAM IS
  • Phase 0 (EFI ) Up to 3,000 to support
    SBIR/STTR Phase I proposal preparation
  • Phase I (Federal agency) Up to 100k to conduct
    proof of concept research
  • Phase II (Federal agency) Up to 1m to conduct
    applied research and build prototype
  • Phase III (Company) commercialization of
    resulting innovation

WHY THIS PROGRAM IS NEEDED
  • Enterprise Florida (EFI) research revealed that,
    overall, SBIR/STTR success rates for proposals
    submitted by Florida companies were very low
    compared to other states (FL ranked 41 in 2007).
  • In an effort to address this gap, EFI funded the
    Phase 0 grant program beginning Sept. 2005to
    support qualified companies in SBIR/STTR Phase 1
    proposal development activities.
  • The objective is to enable Florida companies to
    submit higher quality proposals and have a higher
    award rate.

WHO IS IMPLEMENTING IT...
  • EFI has partnered with 24 technology incubators,
    university technology transfer offices, economic
    development organizations, and Small Business
    Development Centers across the state for
    implementation of the program.
  • Eligible companies are companies screened and
    recommended by partner organizations.

FUNDS AND STAFFING
  • EFI 100,000 (all of which will be used to fund
    technology assessments and grants)
  • EFI contributions staff salary misc. expenses.
  • Partner contributions personnel time and
    expenses
  • Participating companies 250 non-refundable
    participation fee (all of which will be used to
    fund technology assessments and grants)

THE GRANT PROCESS
  • Application Applicant company submits an
    application with the application fee and the
    incubator/technology transfer office transmittal
    form at least five (5) weeks prior to the target
    SBIR/STTR solicitation closing date.
  • Assessment Technology Fit/Innovativeness
    Assessment performed by Lytmos Group LLC. within
    five (5) working days of the applicant companys
    completion of Lytmos intake information.
  • Award Steering Committee votes on awarding
    Phase 0 grant within five (5) working days of
    completion of the Lytmos Assessment.
  • Contract An approved company submits budget,
    budget narrative and timeline and executes a
    contract with Enterprise Florida, Inc
  • First Grant Installment Upon execution of the
    contract with Enterprise Florida, the company
    receives the first grant installment.
  • Final Grant Installment Company submits
    documentation of proposal submission and
    allowable expenses to Enterprise Florida and
    receives final grant installment.

    overall historical success rate.
  • Customer satisfaction.
