  • In 2003, the Deputy Secretary created the BPI
    Board
  • For the past 3 years, USDA has required agencies
    to
  • identify how their programs and performance plans
    support the Secretarys Strategic Plan
  • provide outcome, annual and efficiency measures
    to identify program performance
  • For each performance measure, agencies must
    provide actual information in addition to target
    information
  • Include financial information and the full cost
    of program operations.

  • PART Program Assessment Rating Tool
  • OMB developed PART to assess and improve program
    performance so that the Federal Government can
    achieve better results.
  • Evaluates program performance by reviewing 4
    areas
  • Program Purpose and Design
  • Strategic Planning

  • Program Results and Accountability

How are PART results used?
  • Identify program strengths and weaknesses
  • Inform budget decisions
  • Not the only factor in decisions
  • High score does not necessarily mean an increase
    in funding, nor does a low score necessarily mean
    a budget will be cut
  • Results are published as part of the Presidents
    Budget

Reporting
  • Annual Report
  • USDA is required to provide an Annual Performance
    Report (aka the PAR) with the Consolidated
    Financial Statements by November 15.
  • Quarterly Performance Reports
  • Agencies provide quarterly performance reports to
    the Secretary
  • Quarterly reports include information on key
    performance measures, progress in meeting PART
    recommendations, and on a list of other important
    performance and financial information
  • Quarterly PART reports to OMB
  • USDA is required to provide quarterly reports to
    OMB on progress in implementing PART
    recommendations

What is MITS?
  • MITS is a web-based data collection application
    for use in completing and collaborating on PARTs
  • MITS is maintained on a Department of Interior
    file server
  • MITS is currently being used by Interior,
    Commerce, Treasury and USDA

    manual, slow, and inefficient
  • Excel or Word based reports only
  • Manual comparison among programs
  • Manual tracking of OMB recommendations
