Mercava Project overview

    monitoring system, which is currently examined by
    a number of governmental security bodies around
    the world
  • 34 of 57 (60) governmental ministries and
    agencies have joined the GISP
  • During the year 2001, 6 of the 23 government
    websites (26) which reside outside GISP, have
    come under ongoing cyber attacks that led to
    defacing. None of the government services inside
    the GISP were defaced!

On March 26, 2001 the Israeli legislature
decided to enact a digital signature statute
The ground-breaking statute will allow the use
of digital signatures in any identification
process, thus enabling
  • Web access to databases containing highly
    sensitive personal information
  • Full online cycle of procedures which previously
    required completion outside the scope of
    e-government
  • Conduction of monetary transactions in a more
    rapid and more secure manner

in some cases -directly via bank accounts. The
next step will be to integrate payment services
with digital signatures.

Closing the digital divide is essential in
order to realize the vision of a government that
is easily accessible to all segments of the
population

The Israeli government has initiated a highly
prioritized project intended to help close the
digital divide. The project includes
  • The establishment of 100 centers in peripheral
    areas, each of which will include 40 Internet
    stations that will be open from 0800 to 2300
  • The development of basic computer and Internet
    skills among young citizens in peripheral areas
  • The establishment of a national digital library

We must recognize that not all citizens will be
connected to the Internet or be willing to
utilize it without speaking directly with a
government representative.
Therefore, We are in the process of establishing
a cross government call center which will offer
all government procedures which are possible to
render over the phone.
  • The call center will backup and complete the
    on-line procedures.
  • The center will be located in a peripheral area
    offering local young citizens job opportunities.
