Introduction
  • The Institute of Transportation Engineers
    (ITE) supports a national transportation policy
    that includes long-range goals and clear
    attainable objectives. In order to ensure the
    safety, reliability and security of our
    transportation system, ITE recommends a 10-point
    program for the reauthorized surface
    transportation program.

SAFETY
  • National Highway Traffic Safety Administration
    6,394,000 police-reported accidents occurred in
    2000 2.8 million were intersection-related.
  • ITE recommends a balanced approach for improving
    intersection safety through good road design,
    traffic engineering, safety improvement projects
    and data collection/analysis.

  • Support a 20 percent reduction in fatal crashes.
  • Mandate and fund a safety audit of the entire
    NHS
  • Encourage professional transportation engineering
    leadership and practice
  • Invest in safety-improvement projects throughout
    transportation system
  • Direct NHTSA and FWHA to develop crash record
    systems and
  • Urge transportation agencies to actively use
    traffic engineering practices and ITS
    technologies.

  • Reliability requires the efficient and ongoing
    management of both the capacity and operation of
    the transportation system.

  • Significant element of securing the system is
    safeguarding the fluid movement of persons,
    services and goods. This mobility is the
    embodiment of our personal freedom and the
    foundation of our economic system.

  • Provide funds for regional transportation
    security, recovery and incident management
    programs.
  • Ensure new control, information and surveillance
    systems are consistent with ITS architecture.
  • Urge development of infostructure.
  • Require development and implementation of
    emergency preparedness and incident management
    programs.

Continue the ISTEA and the TEA-21 Success Stories
  • Maintain funding firewalls.
  • Provide greater decision-making for local and
    regional governments.
  • Promote level playing field between different
    modes.

    spending categories and provide greater
    flexibility for using funds to address the most
    pressing needs in an area.

  • Use available Highway Trust Fund balances and
    support innovative financing mechanisms to
    increase surface transportation funding.
  • Initiate study to review funding mechanisms for
    Highway Trust Fund.
  • Provide increased funding and feasibility for
    CMAQ program.

  • Expand funding flexibility for operations.
  • Advance environmental streamlining.

Providing an Adequate Educated Workforce
  • ITE supports increased funding for programs that
    would expand transportation personnel overall and
    increase gender and ethnic diversity within the
    current future transportation workforce.

Building for the Future Through Research
  • Increase funding for F-SHRP TCRP.
  • Initiate study through NAS to identify best
    practices of incorporating operations and safety
    into the planning process.
  • Continue to fund the ITS and research and
    deployment program.
  • Support findings of Transportation Research
    Boards Special Report 261, The Federal Role in
    Highway Research and Technology.

CONCLUSION
  • ITE supports policies that collectively
    contribute toward maximizing the overall safety,
    reliability and security of persons, services and
    goods on our transportation system.
