environmentally sound and safe systems for the
Warfighter and to ensure a safe place for Marine
Corps Systems Command personnel to work.
4Safety Office Mission Statement
- To execute the Commanding Generals
responsibility for ESOH and develop safety
professionals and processes to enhance the
testing and fielding of safe and
environmentally-sound equipment. To provide
proactive ESOH assistance to the Program Managers
throughout the life cycle of their systems. To
provide a safe and healthy workplace for all
Marine Corps Systems Command personnel.
5Short Term Goals
- By July 1, 2003
- Review 100 of all Commander level MDA programs
and render an opinion for safety documentation
accuracy and thoroughness. - Contact 100 of internal and external
customers/stakeholders. - Complete Lithium Battery and Safety Release
process documentation. - By November 1, 2003
- 100 of MCSC understands 00Ts role and
responsibilities. - Establish Command NEPA process.
- 00T fully staffed and operating within the
Command.
6Short Term Goals
- By January 1, 2004
- Provide Safety Program assistance to the PM/PGs.
- Establish a knowledge repository to facilitate
the sharing of safety knowledge throughout the
Command. - Establish and integrate a Safety Professional
Development program within MCSC and the
Individual Development Program (IDP). - Establish legally compliant Occupational Safety
and Health programs. - By April 1, 2004
- 00T Teams fully functional.
- To establish long-team program execution metrics.
- Develop a MCSC Safety Handbook.
700Ts Long-Term Focus Is Centered Around the
Following Principles
- 00T is teamed with Safety Professionals
throughout the Command. - Development of at least (2) safety professional
(SME) per PG. - Certification will come from 00T.
- Specific criteria has not been set, but will be
established by 00T Professional Development Team
in concert w/the applicable FITs. - Standard safety tools, techniques, and procedures
readily available to the Command. - Formally documented safety processes and
procedures. - These will be established through the Program
Assistance Team.

- Independent safety review for all programs.
- 00T will perform all reviews where MCSC CG is
MDA. - Short-term execution of this still needs to be
worked out for those reviews where PGD is the
MDA. - 00T to perform audits of those programs that it
did not review. - A robust and effective Occupational Health and
Safety Program - Establish and employ safety councils throughout
the Command. - Assess and improve workspace conditions through
awareness and proactive participation. - Provide assistance Mishap Review Boards to assess
accidents and seek ways to prevent future ones.

- A safety trend analysis program of deployed
systems. - Team with AC, Program Support to gather and
assess safety trends from the Operating Forces. - Team with PMs to establish and develop new ORM

13PGD as the MDA
- MTA Guide requires Safety Officer to review every
program at every milestone. - This is not conducive to a minimum staffing
philosophy. - In keeping with the intent of the MTA Guide, the
minimum acceptable resolution is to have an
independent review by a safety professional prior
to every milestone.
14How Do We Get There?
- Leverage existing PDG assets to stand up
Professional Development Team to define and train
to what a safety professional should be. - In the interim, ask the PGDs to work with 00T to
develop individualized strategies to satisfy this
requirement.
Remember The goal is to develop (2) per PGD.
