Deletion of Enhancements Attachment
  • Intent was to provide offerors the opportunity to
    propose to beat the LDCM minimum requirements
  • Provides mechanism to establish agreement between
    the parties
  • Confusing Not Conducive to Study Phase
  • Potential Offerors to propose based on minimum
    LDCM Requirements
  • Intend to revisit use of the Enhancement Section
    in Implementation Phase RFP

Deletion of LDCM Catalog
  • Catalog deleted from RFP
  • The USGS EROS Data Center (EDC)
  • Provides more flexibility to offerors and the
    USGS/EDC in negotiating for the use of
    facilities, equipment, and services
  • Offerors are encouraged, but not required, to
    leverage the resources and expertise of the
    USGS/EDC in developing their proposals and
    designs
  • Offerors may still establish an agreement with
    the USGS to utilize USGS/EDC resources to
    receive, archive, produce and/or distribute LDCM
    data products

  • The USGS will, at no charge but within the
    constraints of available resources, provide
    background information and discuss concepts
  • During proposal generation
  • During the Formulation and Implementation phases
  • Support to be provided can include
  • Providing technical information related to USGS
    EDC facilities, equipment or services
  • Conducting management discussions related to
    contractual mechanisms and agreements for an LDCM
    implementation
  • Participating in development of operations
    concepts and system design
  • POC for USGS/EDC is Mr. Jason Williams,
    605-594-2705

Deletion of LDCM Catalog
  • No change to MIT/LL Technology Transfer Services
    provided in RFP
  • Description Document for MIT/LL Services replaces
    the LDCM Catalog
  • Services calculated at 150/hr
  • Offerors intending to utilize MIT required to
    submit SOW with Proposal, including hours and
    total cost
  • MIT Services offset against total contract value
    proposed

Proprietary Data Handling
  • Based on comments received, issue identified
    regarding submission of a Business Plan
    Deliverable and the Governments rights to that
    data
  • Business Plan Deliverable eliminated replaced
    with Business Review

Other Changes
  • Payment Schedule revised to 3 payments Months 2,
    5, 9
  • At this point, no non-government proposal
    evaluators are involved in source selection
  • Non-governmental evaluators will be part of the
    government team during Formulation and
    Implementation Phases
