• Directorate for Civil Protection and Emergency
  Planning
• Directorate for Labour Inspection
• Covers some 100 different regulations and 3 laws

• Goal
• Create a single regulatory regime for HSE-
  issues for the Norwegian industry
• A cross over legislation covering different
  risks but with focus on the important management
  issues
• A simpler legislation with less descriptive
  requirements and more goal-setting rules

• Motivation
• An urgent need for simplification -
• Current legislation is fragmentary and very
  comprehensive
• Same legislation for all no specifics for SMBs
• Same rules applies for Statoil and Norsk Hydro as
  for small businesses with only 3 employees

• The Approach
• Historically how shall the State regulate how
  to run a business
• Project vision What does a business manager need
  to plan and manage the business taking account of
  all risks applying

• A new module based structure
• Flexibility to implement new legislation and
  other regulatory areas such as food safety and
  health issues and the environment (The Norwegian
  State Pollution Agency has started their own
  similar process)

• Phase I (2001-2003)
• New structure has been tailored role model the
  new petroleum legislation
• Cut and paste every article in the current
  regulation into the new structure
• Now 200 pages for each of the 7 new regulation
• Phase II (2004-2006)
• Draw out new articles by merging the different
  requirements copied in from the current
  legislation

• Amendments to the requirements
• Phase out old and no longer needed legislation
• Make an assessment of need for dual legislation
  in law and or regulation
