• This Guidance provides the foundation for all
  DoD interactions with foreign defense
  establishments, and supports the Presidents
  National Security Strategy.
• This Guidance will help me prioritize my time
  and attention, as it should your own.
• The goal is to focus DoD Security Cooperation on
  activities that most effectively advance U.S.
  security interests and, as a result, build the
  right defense partnerships for the future.

Security Cooperation - Definition

• DoD Security Cooperation - those activities
  conducted with allies and friends, in accordance
  with SecDef Guidance, to
• Build relationships that promote specified U.S.
  interests
• Build allied and friendly capabilities for
  self-defense and coalition operations
• Provide U.S. forces with peacetime and
  contingency access.

Theater Security Cooperation (TSC) those
activities conducted by combatant commanders to
further SecDef goals and priorities. TSC is a
subset of DoD Security Cooperation.

  complement U.S. force transformation and
  alleviate operations tempo on the U.S. military
• Spur military transformation with key allies
