2What is PAT?
The tool is designed for analysis of published
national indicator data, monitoring of trends and
performance across the regions.
Who uses PAT?
Primary users are GOs and LSPs. However, as a
web-based tool with unrestricted access PAT can
be used by anyone with an interest.
Who is behind PAT?
Peter Housden, Permanent Secretary, CLG informed
Sir Gus ODonnell at the Top 200PAT will
enable Government and delivery partners to
interrogate the evidence-base underpinning LAAs.

3What can PAT do?
PATs opening summary page provides a
dashboard-style at-a-glance overview of national
indicators and associated data in four different
formats national indicator name, comparison
chart, time series chart, and maps.
Place and indicator selected. Once selections are
made, each of the four outputs become available
and are populated with the selected information.
Comparison Tab. This chart shows where the LSP is
in relation to others in its region, and can be
compared nationally and regionally by time
periods.
Time Series Tab. The user can see their existing
LSP data, compare to regional average and target
data.
Maps Tab. The maps indicate the region and
against the indicator. Legends are incorporated
in the map itself allowing a one-click copy/save
function.
PAT provides information within two clicks!
4Where is PAT making a difference?
PAT enables and supports Government Offices and
their partners to undertake a range of important
activities. Examples include
LAA reports both internally and to Whitehall.
Locality Managers and GOs report on both the
impact of Local Area Agreements on delivering
better outcomes and also the actual performance
against targets of LAA designated indicators.
PAT offers a single reporting and basic
analytical function to report on performance not
only against LAA targets, but across the whole
national indicator set.
Providing information for CAA. GOs have a key
role in working with inspectorates to provide key
information to inform inspection through
Comprehensive Area Assessments. Previously
collecting performance data via a variety of
sources held within policy teams to develop a
collective view of an areas performance, PAT
offers a single-shared evidence base, and also
the ability to quickly spot any areas where
performance may be a concern.
Informing REIP support. GOs are required to work
closely with Regional Improvement and Efficiency
Partnerships to identify support requirements for
Local Strategic Partnerships in delivery against
national indicators. PAT is being developed to
provide a quick and straightforward way of
looking across the national indicator set to
identify where a regional support package might
be necessary to inform more targeted supported at
specific areas.
Briefings to Ministers and senior officials.
There is a constant requirement to produce
briefing documents which are known to have used
teams of resources to obtain the most recent data
via a variety of web sites. PAT offers a single
point of view to extract performance data to
inform briefings, and also provide both data and
maps in formats which can be easily transferred
into these briefings.

6Efficient and cost effective data sharing and
re-use
Working along side the Hub and Places, PAT is
delivering the COUNT principle Collect Once,
Use Numerous Times. PAT has an estimated saving
of at least 40 in development costs, and three
months in development time relative to starting
afresh with a new system.
