3AFUR 2006 2010 Strategic Plan
- AFUR was launched in November 2002 to facilitate
the development of effective utility regulation
in support of Africa - AFUR is regarded as the key building block in the
efforts of the AU and its socio-economic
programme of NEPAD. Areas of strategic focus for
the period 2006 2010 include - Information sharing and capacity building
- Harmonization of regulatory polices and
legislation - Promotion of the philosophy of autonomous utility
regulation and good governance - Support to African initiatives
- Promotion of sound relationships with governments
and other stakeholders - Joint utilization of donor funding
- Communication and partnerships and sectoral
coordination
4AFUR PARTNERSHIPS
- NEPAD AFUR is expected to be the lead agency on
regulating matters for infrastructure development
and management in the continent - RECs AFUR is currently working with RECs to
promote the establishment of regulatory
associations and improve the regulatory
environment - RRAs AFUR is also working with members in the
establishment of RRAs in other regions
of Africa - CPs AFUR mobilises support of various partners
such as USAID and the World Bank
5AFUR Energy Sector Committee
- AFUR is made up of three sectoral committees
namely communication, Water Sanitation and
Energy. NERC is a member of the Energy Committee
currently developing common guidelines on minimum
quality of service and reliability standards of
electricity in - Generation issues like supply, reliability,
reserve margin and availability - Transmission issues relating to effects of
disconnection of various components and devices
of the system - Distribution effects of above standards will be
felt in the distribution system - Customer Service also as crucial as technical
and operational standards

Regional Electricity Regulatory Authority ERERA

- The objectives of ERERA include
- Contribute to the implementation of suitable
conditions for public and private investments - Ensure regulation of electricity exchanges
- Support the establishment of the regional market
and its opening to competition - Establish efficient dispute resolution between
stakeholders - Assist national regulators on request
8ECOWAS WAPP
- WAPP is intended to facilitate the development of
an efficient power market to foster regional
integration, reduce electricity costs, alleviate
poverty and promote the use of cleaner fuels for
power generation - Estimated cost of the project is 11bn. The World
Bank has approved funding worth 350m - Proposed WAPP priority interconnections include
- Phase I 330KV Sakete-Ikeja West line (Nigeria),
Ouagadougou line (Burkina Faso) and 330Kv
Aboadze-Volta line (Ghana) - Phase II 330KV Aboadze-Prestea line
(Ghana)330Kv Volta-Mome Hagou-Sakete line

- WAPP priority projects are in various stages of
implementation, and when commissioned shall
result in cooperative power pooling. - In order to implement the EPSSP, WAPP shall
- Acquire suitable land with access to natural gas
for designation as sub-regional power parks with
free trade status and build three power plants as
follows - 400MW combined cycle plant at Maria Gleta in
Benin - 400MW combined cycle plant at Aboadze in Ghana
- 150MW combined cycle plant within OMVS system

- 3. Deploy in the interim mobile generating
capacity running on suitable fuels for
non-interconnected states and other member states
with acute shortages - 4. Address problems such as HR capacity, tariffs
and financial management, system losses, taxation
on energy materials and energy efficiency and
conservation
12ECOWAS West African Gas Pipeline (WAPG)
- In 1982, ECOWAS proposed the development of a
natural gas pipeline throughout West Africa - The 550m WAPG will traverse 620 miles (1,033km)
both on and offshore from Nigerias Niger Delta
region to its final planned terminus in Ghana,
via Benin and Togo - The four nations signed an agreement on the
implementation of the WAPG. The 20-year treaty
provides for a comprehensive legal, fiscal and
regulatory framework, as well as a single
authority for the implementation of the project -

- NARUC is an association representing the State
public service commissioners who regulate
essential utility services e.g. electricity,
telecoms and gas throughout the U.S. - NERC is signing an MoU with NARUC to implement a
regulatory partnership made possible with funding
from USAID - Michigan Public Service Commission is to act as
lead entity on behalf of NARUC
