The SNR and the SIRS
  • The Sub-National Review of Economic Development
    and Regeneration (July 2007)
  • Tackling the regions productivity gap
  • Using regional and local economic assessments
  • Bringing together in a Single Integrated Regional
    Strategy the regions approaches to economic
    development (including skills and employment),
    regeneration, housing and transport
  • Overseen by a Joint Strategy and Investment Board
    (Council Leaders and AWM Executives)

LAAs and MAAs
  • Local Area Agreements and Multi-Area Agreements

  • Every West Midlands LAA will have designated
    targets in relation to educational attainment,
    skills and employment
  • The City Region (Birmingham, Coventry and the
    Black Country) is negotiating (with DIUS, DWP and
    CLG) an MAA focused on skills and employment
    (Levels 2, 3,4 and Worklessness)

  • Are we speaking the same language, let alone the
    same dialect?
  • Do you know what the Commissioning agenda is
    from the Local Authority perspective?
  • Have you explored the potential significance of
    outcomes-led commissioning and how this might
    play out in the sub-regional groups?
  • Linking back to the SNR, what does demand-led
    really mean ie whose needs and wishes should be
    leading the commissioning process students,
    business, the wider (global) economy?

  • So, what is the post-recession landscape going to
    look like?
  • Back to the commissioning question what will be
    the skills that are required in the next 10-15
    years?
  • This is what those engaged in delivering the SNR
    (and, by association, Raising Expectations) are
    asking.
