Background to the renewal of the primary
frameworks
  • Education has changed since 1998 and 1999 when
    the current teaching frameworks were introduced
  • The frameworks should reflect current
    developments, including the increased focus on
    speaking and listening, the improved use of ICT
    and the shift towards assessment for learning

Background to the Renewal of the primary
frameworks
  • Only 63 of 11 year olds achieved level 4 or
    above in English in 1998, now the figure is 79,
    with 84 attaining level 4 or above in reading
  • In mathematics, only 59 of 11 year olds attained
    level 4 in 1998, by 2005 this had risen to 75
  • There is still more to do to ensure that all
    children are able to achieve their potential,
    particularly those children who face particular
    disadvantage and barriers to success

Synergy between early learning goals and KS1
objectives
  • Literacy and mathematics revisions are using the
    Early Learning Goals as the descriptors for the
    Foundation Stage
  • The electronic versions of the frameworks will
    have a tab to take users to the Foundation Stage
    and will show progression within a school from
    Foundation Stage to Year 6
  • Early Years Foundation Stage areas of learning
    and development from birth will show links to the
    literacy and mathematics frameworks

    progression more clearly

  • Introduced 7 strands, reduced objectives
  • Medium term planning model with units of work of
    2 or 3 weeks to secure learning
  • Given mental calculation higher status and
    clarified progression in written calculation
  • Given using and applying higher profile
  • Provided sharper assessment tools

  • Secure knowledge of number facts

  • Organised learning objectives under twelve
    strands
  • Explicit inclusion of speaking and listening
    objectives within the renewed framework
  • Stronger emphasis on building learning over time
    and developing the teaching sequence
  • Adjustment of expectations particularly around
    phonics learning and teaching
  • Closer focus on assessment for learning during,
    as well as at the end of, units of work

    experiences
  • Set and achieve high expectations
  • Know what they can do and be helped to get better
    at the things that they find difficult
  • Express their thoughts and ideas more clearly and
    access a wider world of learning through ICT

Expected outcomes of the renewal of the frameworks
  • For teachers
  • Build on success to date and help the 20 of
    children to overcome barriers to learning,
    identify and rectify difficulties early
  • Better understanding of progression in literacy
    and mathematics and fitness-for-purpose pedagogy
  • More immediate access to resources and ideas
  • Adopt the review-plan-teach-practice-apply-review
    cycle

Five key areas that schools are encouraged to
consider
  • Encouraging flexibility in the organisation of
    the curriculum and the structure of literacy and
    mathematics lessons
  • Structuring learning over sequences of lessons as
    well as within lessons
  • Raising expectations for all children, especially
    those at greatest risk of underachievement
  • More effective use of assessment to inform and
    direct teaching and learning
  • Broadening and strengthening pedagogy to include
    a clearer focus on inclusion, the use of ICT,
    speaking, listening and learning, and in
    developing core areas of learning in literacy and
    mathematics across the curriculum
