Title: EU%20Framework%206%20initiative

1
EU Framework 6 initiative
  • The European Union has launched the FP6 process,
the primary aim of which is to help realise the
    European Research Area (ERA).
  • The main thrust is not towards subjects such as
Particle Physics, but to thematic areas.
  • Buzzwords such as integration, networking
  • and projects are commonly used.

2
Thematic areas
  • Life sciences, genomics and biotechnology for
    health
  • Information society technologies
  • Nanotechnologies and nanosciences, materials,
    processes,..
  • Aeronautics and space
  • Food quality and safety
  • Sustainable development, global change and
    ecosystems
  • Citizens and governance in a knowledge-based
    society

3
Cross-cutting activities
  • Research for policy support
  • New and emerging science and technology (NEST)
  • SME activities
  • International cooperation activities
  • JRC activities

4
Strengthening and structuring the ERA
  • Strengthening
  • Coordination of research activities
  • Development of research/innovation policies
  • Structuring
  • Research and innovation
  • Marie Curie actions human resources and
    mobility
  • Research infrastructures
  • Science and society

5
EURATOM (Nuclear energy)
  • Controlled nuclear fusion
  • Management of radioactive waste
  • Radiation protection
  • Other activities in the field of nuclear
    technologies and safety

6
Research infrastructures
  • This is the area which seems to have relevance to
our community, in particular in accelerator
science and technology, although we can make use
of the Marie Curie programme in human mobility.
  • But bear in mind that we have to consider the
research infrastructure only, under the following
    headings

7
Support for infrastructures
  • Transnational access (to single given
    infrastructure)
  • Integrated activities (IA)
  • Networking activities (mandatory)
  • Transnational access
  • Joint Research Activities
  • Communication network development (basically
    GRID)
  • Design Study
  • Feasibility studies
  • Technical preparatory work
  • 5. Construction of new infrastructures

8
Brussels criteria
  • Networking
  • Relevance to objectives
  • Quality of the plan
  • Quality of management
  • JRA
  • ST excellence
  • Quality of management
  • European added value
  • Relevance to the objectives
  • We should remember these requirements

9
Funds and deadlines for bids
  • IA
  • Budget total is 190M
  • Closure date 15 April 2003, 1700 Brussels time
  • DS, CNI
  • Budget total is 70M
  • Closure date is 15 October 2003, same time of day
  • This is for the whole programme!!

10
ESGARD
  • European Steering Group for Accelerator Research
    and Development
  • Set up with the encouragement of ECFA by a group
of accelerator laboratory directors in October
  • Mandate to develop a proposal for a coherent set
of bids to apply for EU funding in FP6
  • Chair Roy Aleksan (CEA Saclay)

11
ESGARD II
  • Membership R Aleksan (CEA Saclay), A Antonelli
    (LNF),
  • H Haseroth (CERN), P Norton (RAL-CCLRC),
  • F Richard (Orsay-IN2P3), D Trines (DESY),
  • A Wrulich (PSI), G Guignard (Secretary)
  • Deputies P Bambade (IN2P3), R Brinkmann (DESY),
  • S Guiducci (LNF), G Guignard (CERN),
  • S Smith (DL-CCLRC)
  • Deputies attend most meetings.

12
ESGARD III
  • Meetings
  • CERN 4th November
  • CERN 27th November
  • Brussels 20th December
  • Brussels 14th January
  • CERN 5th February (telephone)
  • CERN 10th February (Open Meeting)
  • CERN 11th February (follow-up)
  • Rome 3rd March
  • Brussels 14th March
  • ? 8-9th April

13
Activities
  • I hope Roy will summarise how far we have got.
  • Meanwhile we have obtained strong encouragement
and unanimous support at the ECFA meeting at CERN
    and at the CERN SPC.

14
Possible down-side on funding
  • According to David Williams of CERN, all publicly
funded bodies will only get additional costs
    from FP6
  • Hence we could not (as I understand it) use funds
to pay existing staff (need to check this)
  • The UK may be in an unusual position the CCLRC
income will most likely be capped, although this
    is under discussion
