• Is data available? How to find it? Report it?
  use it? and how often?
• What expertise and capacity is required?
• Who is responsible to gather evidence?

  planning and decision making?

• Who determines the key sectors?
• What criteria will your country use to determine
  the key sectors?
• How will sectoral response be integrated in the
  sectoral policies and plans (mainstreaming)
• How will a sectoral response be coordinated and
  administered what guidelines and incentives are
  required?
• How will the response be monitored (what sector
  indicators)?
