What is No Child Left Behind
  • Covers all public schools in all states
  • Emphasizes accountability and teaching methods
    that work
  • Major focus on reading achievement
  • Schools that receive Title 1 can apply for the
    Reading First grants
  • Reading First funds classroom-reading instruction

Qualifications of Teachers and Paraprofessionals
  • New teachers and teachers working in Title 1 must
    meet criteria for being highly qualified
  • They must hold at least a bachelors degree and
    have passed a state test of subject knowledge
  • Elementary teachers
  • Must demonstrate knowledge of teaching math and
    reading
  • A new Para who assists in Title 1 must have
    completed two years of college or pass a test

Testing of Children
  • By 2013-2014 all children will be at the
    proficient level on state testing
  • States and districts will use federal money for
    research-based programs that are effective
  • Each district must report the scores for
    statewide testing to parents
  • The scores are divided into 4 subgroups
  • Children with disabilities,
  • limited English proficiency
  • racial minorities
  • children from low-income families

Annual Testing of Children
  • Beginning this year all schools must test all
    children in grades 3-8 every year in math and
    reading
  • By 2007 science assessments are required
  • These scores are used to determine if the school
    is making Adequate Yearly Progress towards the
    goal of proficiency for all children

Options for Parents
  • If your child attends a school that doesnt
    receive Title 1
  • You (parent) will know whether your childs
    school is improving at the required rate

Options for Parents cont.
  • If your child attends a school that receives
    Title 1
  • If your school fails to meet AYP goal for 2
    consecutive years all children in the school can
    choose to attend a non-failing school in your
    district.
  • If your child transfers to a better school, the
    child can stay there until he or she completes
    the highest grade level in that school

Options for Parents cont.
  • If your Title 1 school fails to reach its AYP
    goal for three years, the school will provide
    supplemental services to the children
  • The supplemental services include tutoring,
    after-school programs, and summer school
  • The parent can choose a tutor from a state
    approved list

Restructuring Failing Schools
  • If the schools fails to make its AYP goal for 4
    years the school has many options
  • may replace the school staff responsible for the
    failure
  • may hire an outside expert to advise the school
    on how to make progress towards its AYP goal
  • May implement a new curriculum that addresses the
    weaknesses from the old one

Restructuring Failing Schools cont.
  • If the school fails for five consecutive years
    the district can
  • Replace the principal or staff
  • Contract with a private firm to run the school
  • School may reopen as a charter school
  • If all of these options are unsuccessful the
    state will take over the management of the school
