rules and regulations with commentary on a
particular subject.

- Relevant legislation reprinted and explained in
detail - Administrative Regulations, decisions and
advisory opinions and/or summaries of the same.
(Some of these are difficult or impossible to
find elsewhere!) - Recent court opinions and/or summaries of
opinions. - References to relevant studies and reports
- Editorial Comments and practice tips!
4What do they look like?
- Looseleaf services are in three-ring or
post-binder format - Each publisher picks a color and binder style for
all of its looseleaf services. - 1. CCH (Commerce Clearing House)- black with gold
letters - 2. BNA (The Bureau of National Affairs) gray with
red labels - 3. Prentice Hall maroon red
- 4. RIA (Research Institute of America) blue or
green - 5. Matthew Bender - Blue

- Consult the subject index in Legal Looseleafs in

- By subject, title or author heading
- For example,

- Limit your search to looseleafs.

- Check the Westlaw Database directory
- Check the Lexis Directory of Online Services
- These services provide parallel citations to
decisions which are reported in looseleaf
services. You may need to check a guide to
abbreviations for the names of reporters cited. - Ask a reference librarian

- Cumulating Services
- New material is always filed in the back of the
service or at the back of each tabbed section
within the service - i.e. BNAs United States Law Week
- Interfiling Services
- New Material is integrated by replacing old
material page by page - i.e. CCHs Labor Law Reporter
- Combination Services
- Some sections or volumes are updated through
cumulating pamphlets and some through interfiled
pages - i.e. BNAs Labor Relations Reporter
8Common Features of Looseleaf Services
- Multiple Indices and Tables
- These provide access by case name, statute,
regulation, etc. - Paragraph Number or Section Number Arrangement
instead of page numbers! - Current Materials or News Section
- Report Letters or Newsletters summarize the
latest developments in an area. - Bound Decisions Volumes or Transfer Binders
- These bound volumes are shelved next to the
looseleaf binders in most cases. Older volumes
are upstairs on the third floor.
9How do I use a looseleaf service?
- Look for the Instructions on How to Use the
Service - Look to see that the filing is current.
- LawCat is the best place to start, or
- Look at the Last Report Letter, filed at the end
of the last volume or in the first volume of the
set. (Note if filing is not current, do not use
the set!) - Become familiar with the numbering of the set

organized - Look at the subject information on the spine
labels - Expect several layers of indexes
- Update your search online when the service is
also online!
11When is it advisable to use a looseleaf service?
- When you know something about a subject!
- When you need to integrate several primary source
materials. - When currency is critical.
12When is it advisable to avoid looseleaf services?
- When you know nothing about the subject field.
- When you need a practice book or overview of the
area of law. - When the filing is not current.
13How are looseleaf services maintained?
- Updated pages are sent in weekly by the publisher
- Weekly updates contain a summary section that is
designed to provide a quick overview of the most
recent developments. Copies of these summaries
may circulate throughout an office. - The library staff files the pages shortly after
they are received.
14Are there maintenance problems with looseleaf
services?
- Updates can be lost or delayed
- Looseleaf filers may be unable to update the set
if a volume is misplaced - Pages are sometimes removed for copying and not
replaced - The binders are dropped and not reassembled
properly - Older paragraph numbers are often in the bound
volumes. Look at the spine of the looseleaf for
the paragraph numbers. - WESTLAW and LEXIS may be consulted for very
recent developments

- Check the scope of the looseleaf service to
ensure it meets your needs - Read the How to Use instructions
- Look for more than one index
- Use paragraph numbers, not page numbers
- Each page is dated, so you know when a particular
page was filed. - Citing Looseleaf Services is uncommon. Cite to
the primary source.
