CEMIS Requirements Process
  • Phase I Jul Dec 01
  • Requirements Charter Team developed macro-level
    ORD
  • Phase II CEMIS Requirements Teams Jan Dec
    02
  • Developed detailed level requirements (ORD 2)
  • 5 teams 54 members
  • Intensive meetings schedule 1 to 3 teams every
    week
  • IT (Standard Systems Group (SSG) Gunter Annex as
the Acquisition Agent) were active participants.
Assisted in requirements definition and placement
    into ORD.
  • Phase III Analysis of CEMIS Alternatives Jan
    Jul 03
  • Phase IV system
    design/development

6
CEMIS Requirements Teams Case Execution through
Case Closure
  • Order Processing Team
  • More proactive case management
  • Logistics (MILSTRIP/Requisitions etc etc etc )

CEMIS ORD AT A GLANCE
  • Logistics
  • Automating manual processes, but many business
    practices remain the same
  • due to domestic system constraints.
  • Acquisition/Contracting Information
  • More information from PMs/PEOs/SPOs (system
    interfaces)
  • Finance
  • Big changes CFO/FFMIA compliance new funds
    control/distribution
  • delivery reporting reconciliation (automated
    continuous) closure an event
  • Delivery reporting and case closure for the
    DSAMS Training Module
  • Addition of Unique Security Cooperation
    Functions (Drawdowns, EDA, EUM, etc.)
  • Some Business Process Reengineering, some
    standardization and
  • management tools and metrics

9
Analysis of Alternatives (AoA) Options
  • Alternative 1 As-Is (Mandatory)
  • Alternative 2 Evolve Web-enable
  • Portal Legacies Left in Place
  • Alternative 3 Best of Breed
  • Portal Single System (Best of Breed)
  • Alternative 4 New Build
  • Build to Requirements
  • Alternative 5 Commercial Off The Shelf (COTS)
  • Assessment of ERP products
  • Alternative 6 System Re-host Modernize

10
AoA Options (Cont.)
  • From Jan through May 03, SSG weighed
    approximately 1,000 ORD requirements against
SEER-SEM software cost estimating model to
perform fit analysis against all options except
    COTS.
  • COTS analyzed separately by Gartner Group.
  • On 3 Jun 03 Lt General Walters, DSCA Director,
    eliminated Options 1 (As Is), 2 (Evolve/Web
Enable), 4 (New Build), and 5 (COTS).
  • Best of Breed (3) and Re-host/Modernize (6)
    remained.
  • On 22 Jul 03, Lt General Walters chose Option 6,
Rehost/Modernize, as the way ahead for CEMIS.

11
AoA Options (Cont.)
1. As-Is (with historical budget) - Cant
achieve ORD in a decade 2. Evolve and Web-enable
the Legacy Systems - Not affordable 3.
Best-of-Breed - Possibly economically
feasible 4. New Build - Not affordable 5.
COTS - Potentially lowest price, but
too risky 6. Re-host and Modernize -
Possibly economically feasible and most flexible

12
Re-Host/Modernize Option
  • Phase One Re-host
  • Takes 4 existing legacy systems in current
    databases and languages
  • Translates each into C or Java on Oracle
    database.
  • Uses artificial intelligence tool vs. manual
    code translation.
  • Turn off legacy systems.
  • Result Still 4 separate systems doing same
things, but now in one (same) modern language and
    database.
  • Phase Two Refactor/Web-Enable
  • Consolidate the 4 separate systems into one
    system and web-enable.
  • Eliminate redundant code choose best business
    processes among MILDEPs
  • Result One database for all 3 MILDEPs.
  • Phase Three Modernize
  • Add in Modification and New
    Development ORD requirements based on
    affordability and priority.
