- Provide an updated initial qualification for new
drivers -
- 10 September 2008 For bus and coach drivers -PCV
- 10 September 2009 For lorry drivers - LGV
- Introduced across European Union
- Drivers must hold a Driver CPC in addition to
their vocational driving licence - Drivers must complete periodic training
- Drivers must be able to evidence they hold Driver
CPC
4Those affected
- New PCV and LGV drivers post Sept 2008/09 who
wish to drive professionally, including
categories C1 and D1 - Existing drivers will be deemed to hold Driver
CPC by acquired rights - This also includes C1 D1 licence holders
including pre 1997
5Exemptions
- Drivers of vehicles with authorised maximum speed
lt 45kph - Armed forces, fire and defence
- Drivers who are road testing vehicles
- Emergency services
- Drivers of vehicles used for driving lessons
- Incidental drivers
6Initial qualification
- New drivers-
- cannot work as a professional driver without
certification - can work towards Driver CPC at the same time as
licence acquisition test - can prepare for Driver CPC whilst undertaking a
national vocational training qualification (NVT) - Existing drivers

11Driver CPC and National Vocational Training
- NVT must be vocationally relevant and last for at
least 6 months - NVT must be vocationally relevant and at least
level 2 - Exemption from Driver CPC will last for 12 months
only and can only be used once - Driver can drive professionally only within the
UK during this period - Modules 2 and 4 must be passed within the 12
months if the driver wishes to continue driving
professionally

- 80 overlap with current driving tests syllabus
- 3 main groups of subjects
- - Safe fuel efficient driving
- - Regulation
- - Health Safety, Service Logistics
- Periodic Training will revise and expand upon the
syllabus

- 5-year cycle
- 35 hours approved training in each cycle
- blocks of not less than 7 hours training
- flexible training to suit individual requirements

- Training based on revision and expansion of the
syllabus - Focus on safety and fuel economy
- Style of training can be tailored to suit subject
matter - Subject matter should suit drivers requirements
and benefit the employer

- Sector Skills Councils are in the lead - GoSkills
and Skills for Logistics - Training organisations must be approved.
- Organisations wanting to carry our periodic
training must have their courses approved by
JAUPT - Central record of approved training centres

raining.org - DSA will retain its regulatory role
16Evidence of Driver CPC
- Driver qualification card- DQC
- Driver CPC Management System developed and held
by DSA - Will record a drivers progress towards 35 hours
- Removes burden of keeping records from driver
- Developed at request of industry stakeholders
- Trainers will be required to register training
completed by all drivers - Once driver completes 35hrs training the system
will arrange automatic issue of DQC - Evidence of National Vocational training status
