2ePSO INTRODUCTION
- Enterprise DG Information Society Initiative in
Standardisation (ISIS) funded Shared Cost Action
project won by IPTS in September 1999. - CEN/ISSS, ECBS virtual partners
- ITAS subcontractor responsible for newsletter
- budget of 825KEuro
- 18 months total duration
- Contract signed in May 2000
- eEurope Initiative (smart cards)
3ePSO Objective
Main objective is to assist regulatory/standards
bodies keep pace with the evolution of underlying
technologies in the field of e-payment systems
aiming at enhancing e-commerce growth.
The particular added value of the project lies in
the systematic survey of opinions and of
perceptions of high level experts belonging to
the forum. In technical matters the Observatory
will act as a GATEWAY to existing information
sources. Neutrality, transparency and openness
are the key pre-requisites for the balanced
selection of the members of the Forum, for the
establishment of the working programme, the
review and publication of deliverables.
4ePSO Tasks
ePSO will establish and animate a Forum of
actors and experts in the field with a view
to a. monitor and analyse the strategic views
of all concerned with the development and
deployment of e-payment systems within the EU and
at world-wide level, in the context of e-commerce
and EMU b. provide all Forum participants with
neutral information on market developments and
strategic and technical requirements realted to
payment systems and services
Collection and analysis of data will be carried
out on a continuous basis to review, enlarge and
periodically up date prototype report formats so
as to become the European Reference Point of
Excellence

- Preliminary list of 500 Forum participants
- Send e-mail invitation to participate including
newsletter - Ask for their input, through targeted interaction

- Approach is that of assisting actors and experts
in the field reconcile disparate interests
through a systematic exchange of information - Bottom-up approach supported by a top-down
steering committee focused activity - Future requirements need to be considered such as
the network effect impact and the relationship
with the eEurope initiative on smart cards - Relations with organisations (ie. ICC, UNICE)
with links to sectoral associations need be
fostered

Establish a comprehensive reference point for
information on e-payment systems is the main
objective of this web-site (portal). It would
provide the following services
- Information on existing sources of information on
e-ps (analysis and meta-information) - information on the products and services of ePSO

fruiful discussion on topics of their interest
