notifies the OVB thereof
2. OVB - summarises the list votes -
establishes the 5-10-15 threshold -
establishes, which parties have reached the
threshold - notifies the TVBs thereof
3. TVB - allocates the seats to the parties
over the threshold - delivers the letters of
appointment to the MPs
