  • Bronzan-McCorquodale Realignment Act WIC 5600.3
  • Indigent/Uninsured Some MediCal Match
  • Priority-Seriously emotionally disturbed SED
  • mental disorder defined in DSM that results in
    age inappropriate behavior 1 or more of the
    following
  • impairment in self care, school, family,community
    at risk of or has been removed from home or
    disorder/impairment has been present for 6 months
    or likely to last more than I year

  • displays psychotic behavior suicide risk
    violence risk
  • Meets educationally handicapped criteria
  • Primary diagnosis of developmental disability or
    substance abuse excluded
  • To the extent resources are available
  • System of Care
  • Specific target population w/in 5600.3 above
  • No funding is available

  • Medi-Cal - EPSDT
  • Federally mandated program for under 21 to
  • provide assessment of mental defect or chronic
    condition
  • provide treatment that is medically necessary
    defined as condition that needs correction or
    amelioration
  • Provide services needed, even if not in State
    Plan
  • Can treat co-occurring substance abuse
  • Some youth non-EPSDT MediCal

  • Healthy Families - Federal SCHIP
  • Children in families w incomes above no cost
    Medi-Cal below 250 FPL
  • Private insurance - amenable to short-term care,
    basic benefits
  • SED (same criteria as WIC 5600.3)- referred to
    county for comprehensive long term benefits

  • Students educationally handicapped due to SED
    (3632)
  • Special Ed youth who need mental health treatment
    to benefit from education
  • County assess need, participate on IEP, provides
    entitled services
  • SEDBecause of emotional disturbance, pupil has
    problemsto learninterpersonal relation-ships
    inapprop feelings/behavior mood or depression
    sx or fears re personal or school

  • Foster Care
  • If county has fully funded SOC, must be assessed
    treated if medically necessary, to the extent
    resources are available
  • May be eligible as Medi-Cal, educationally
    handicapped, or as indigent/uninsured
  • Early MH Initiative Prevention
  • Limited grants to schools for children w/
    potential school problems or low self-esteem

  • Mental Health Services Act (Prop 63)
  • Services to severely mentally ill children (WIC
    5600.3) for whom there is no, or not adequate,
    public funding or private insurance
  • Services to prevent out of home placement
  • County must provide wrap around services unless
    not feasable to do so
