  • No tools were available for Implicit Encoding
  • Implicit Encoding by hand is not preferred
  • Good BER cross-vendor tool compatibility
  • BER tools were cost competitive vs. other tools
    (PER, etc.)
  • For interoperability, OSS chosen as exclusive
    tool supplier
  • BAH compiled a common library for all developers
    to use
  • All Message Java and C classes stored in common
    database
  • Ensured interoperability between OBE and Network
    Developers
  • OSS Nokalva Encoder/Decoder runtimes
