9Role of the Referee
- Facilitates match SAFE, FAIR, FUN
(enforces the Laws of the Game) - Allows play to continue when stopping play
would benefit the offending team, but then
allows penalizing the offense if no advantage
materializes. - Ignores trivial offenses

14Time Keeping
- Two equal halves
- Time runs continuously
- Add time for injuries or other stoppages
- 1-2 minutes for substitutions (no coaching)

15Injuries
- Stop game immediately for serious injuries or, if
needed, for safety of injured player(s). - Otherwise, allow play to proceed until ball is
cleared. - Let coach to deal with injured player(s).
- If new player is brought on, injured player
cannot return until substitution break. - Restart with dropped ball.
16Penal Fouls
- Against an opponent in a careless, or reckless
manner, or with disproportionate force - Tripping
- Kicking
- Jumping at
- Charging
- Striking (or trying to strike)
- Pushing
- Tackling an opponent before touching the ball.
- Holding an opponent
- Spitting at an opponent
- Handling ball deliberately
17Non-penal Fouls
- Dangerous play
- Impeding the progress of an opponent
- For goal-keeper
- holds ball for more than 6 seconds NEW
- handles ball passed by teammate (w/ feet)
- handles throw-in
- handles ball after releasing into play

- No cards to U10 and below
