ASEM to Fight against Avian Pandemic Influenza
  • Chairmans Statement of the Sixth Asia Europe
    Meeting held on 10-11 September 2006
  • Leaders reiterated their determination to
    combat global health threats, such as avian
    influenza and a possible human influenza
    pandemic.
  • Leaders .stressing the importance of research
    cooperation and of establishing monitoring
    systems and prompt initial responses.
  • Leaders welcomed the concrete common actions on
    global health issues within the ASEM framework
    and invited partners to continue their
    cooperation.

Initiatives by ASEM Partners
  • ASEM Partners have implemented projects related
    to Avian and Pandemic Influenza, such as
  • ?ASEM Seminar on Health Quarantine Cooperation to
    Prevent and Control Communicable Disease?,

    Communicable Diseases?
  • ?ASEM Seminar on the Management of Public Health

New Threats and Challenges
  • H5N1 strain is steadily transforming into human
    to human type
  • New and re-emerging poultry infections have been
    observed in Asia in 2007
  • Asia is under serious threat but not properly
    equipped with containment measures
  • ? Recalling the ASEM Leaders determination, ASEM
    should implement tangible projects by
    establishing monitoring systems and prompt
    initial responses for the containment

Active Role of ASEF is expected
  • ASEF is the only permanent organization
    implementing projects for ASEM
  • ASEF has the accumulation of intellectual
    exchanges and people to people exchanges during
    the past 10 years.
  • The skill for networking and capacity building
    that ASEF has acquired should now be fully
    mobilized for the rapid containment of influenza.
  • It will be ASEFs concrete functional projects
    that can lead to tangible results to ensure
    ASEMs momentum and relevance.

Role of Japan
  • Japan has been implementing various projects to
    fight against avian and pandemic influenza
  • Particularly, Japan has been supporting efforts
    of developing countries in Asia
  • Stockpile project of Anti-viral medicines and PPE
    for ASEAN is the joint initiative by Japan and
    WHO
  • Japan will continue to support ASEM process in
    fighting against influenza jointly with ASEM
    partners and international organizations

  • 1. Stockpiling of antiviral drugs and other
    personal preventive equipment for early response
  • 46.8 million
  • In May 2005, Japan assisted in the stockpiling of
    500,000 courses of antiviral drugs and provided
    personal protective equipment for 700,000 people
    to enable a timely containment response in the
    event of an outbreak of pandemic influenza in
    ASEAN countries.

  • Building the capacity of WHO surveillance and
    support for its distribution of antiviral drugs
  • 2 million
  • Japan and the WHO co-hosted the Japan-WHO Joint
    Meeting on Early Response to Potential Influenza
    Pandemic in Asia in January 2006. Japan is
    helping the WHO to enhance its surveillance
    capacity and develop a global strategy for the
    use and distribution of the latters stockpile
    antiviral drugs of in the event of an early
    response.

  • Capacity building in the area of animal health
    through OIE and FAO
  • 19.8 million
  • Japan hosted the First MAFF-Japan/OIE/FAO Joint
    Conference on Special Trust Fund Programme for
    Highly Pathogenic Avian Influenza Control at
    Source in Southeast Asia in April 2005. OIE and
    FAO are implementing projects based on plans
    adopted at the conference to improve capacities
    in veterinary services, disease information
    systems and disease control strategies in
    Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar,
    the Philippines, Thailand, and Viet Nam.
