BACKGROUND AND JUSTIFICATION
  • Pesticides application becoming important on
    pest/disease control (plant protection) and other
    fields such as household, quarantine, fishery,
    etc
  • Pesticides application may induce negative impact
    to environment
  • Most farmers hasnt been well trained yet to
    handle pesticides, they learned from their
    neighborhood
  • Until early sixties, no sufficient regulation and
    no technical instrument really available
  • Government Stipulation No. 7/1973 the use and
    distribution of pesticides in Indonesia should
    hold permission issued by Minister of Agriculture
    (MA)
  • MA Decree No. 434.1/2001 (De-regulation on
    pesticides registration)
  • a comprehensive regulation in serving people
    at better standard
  • a package of regulation contain most recent
    technical requirement with
    internationally standard
  • open more opportunity to new player in
    pesticides business

CLASSIFICATION
  • A. Based on physical-chemical properties and
    toxicity, pesticides can be classified into
  • 1. Pesticides which is eligible to be
    registered
  • 2. Prohibited pesticides
  • a. The formulation of pesticides are
    within Class Ia and Ib of WHO classification
  • b. LC50 inhalation of formulation is
    less than 0.05 mg/I within 4 hours of exposure
  • c. Indicates carcinogenicity,
    oncogenicity, teratogenicity and mutagenicity
    evidence
  • B. Based on its application method, pesticides
    can be classified into
  • 1. General use pesticides
  • 2. Restricted use pesticides
  • a. The formulation of pesticide is
    corrosive to eye (causing irreversible damage to
    the ocular tissue) or causes a disorder or
    irritation cornea up to 7 days or more,
  • b. The formulation is corrosive to skin
    or causes severe irritation up to 72 hours or
    more,
  • c. If the pesticide is applied as
    described in the label may still causes obvious
    sub chronic, chronic, or delayed effect to
    human
  • C. Minister of Agriculture have full rights to
    change the classification based on recommendation
    suggested by Pesticides Committee

TYPE OF PERMISSION
  • TRIAL PERMISSION
  • - Specified by Director General on
    recommendation given by Pesticides Committee,
  • granted for one-year period and can
    be extended up to 2 period of time.
  • - given to applicant to proof their
    claim related quality, efficacy and its safety
  • - prohibited to use or distribute such
    pesticides commercially
  • PROVISIONAL PERMISSION
  • - granted by Minister on recommendation given by
    Pesticides Committee for 1 year and can be
    prolonged 3 times
  • - can be manufactured or distributed in limited
    amount
  • FULL REGISTRATION (PERMANENT PERMISSION)
  • - granted by Minister on recommendation given by
    Pesticides Committee for 5 year
  • - can be used and distributed on commercial basis

  • Trade permission issued by the Minister of Trade
    and Industry
  • Tax Number
  • Identity card
  • Formulations owner statement issued by
    government body
  • 6. The representative office as the Indonesian
    legal entity who are appointed by the formulation
    owner
