• Authorized for 11 years through 2011

• Funding Formula-- Basic Grant 500,000--
  Comprehensive Grant Up to 10 of annual service
  costs of Buy-In population

• Access to other health care employment supports
  
• Increase availability of Personal Assistances
  Services (PAS)

• Develop/Expand Medicaid Buy In programs
• Promote linkages between Medicaid and other
  employment related service agencies

Medicaid Buy-In

• TWWIIA Medicaid Buy-In covers two groups ages
  16-64
• Basic Eligibility Group- who are disabled per SSA
  requirements, but who have higher earnings
• Medically Improvement Group who are disabled but
  are considered medically improved

• Eligibility criteria vary by state (e.g. income,
  assets and premiums)

2008 MIG Buy-In

• 40 States including D.C. have a MIG
• 33 States have Buy In (vs. 8 in 2000)
• Buy-in enrollment is about 80,000 people (vs.
  3,000 in 2000)
