- Control Area no longer able to provide customers

implemented procedures up to, but excluding,
interruption of firm load commitments. When time
permits, these procedures may include, but are
not limited to - Public appeals to reduce demand
- Voltage reduction
- Interruption of non-firm end use loads in
accordance with applicable contracts - Demand-side management
- Utility load conservation measures

EEA Alert Level 2 Load Management Procedures
in Effect During Alert 2, RELIABILITY
COORDINATORS, CONTROL AREAS, and ENERGY DEFICIENT
ENTITIES have the following responsibilities
- Notify other Control Areas and Market
Participants - ENERGY DEFICIENT ENTITY updates its RELIABILITY
COORDINATOR of the situation every hour until the
Alert 2 is terminated. - CONTROL AREAS and market participants with
available resources shall immediately contact the
ENERGY DEFICIENT ENTITY.

EEA Alert Level 2 Load Management Procedures
in Effect During Alert 2, RELIABILITY
COORDINATORS, CONTROL AREAS, and ENERGY DEFICIENT
ENTITIES have the following responsibilities
- Where appropriate, the RELIABILITY COORDINATORS
shall inform the Transmission Providers of the
pending ENERGY EMERGENCY and request that they
increase their Available Transfer Capability
(ATC) - RELIABILITY COORDINATOR shall communicate and
coordinate implementation of emergency operating
responses - Before declaring an Alert 3, the ENERGY DEFICIENT
ENTITY must make use of all available resources - Under an EEA Level 2, priority 6 transactions may
be raised to priority 7
20EEA Alert Levels
- Alert 3 Firm load interruption imminent or in
progress - Circumstances
- ENERGY DEFICIENT ENTITY foresees or has
implemented interruption of firm load - Available energy is only accessible with actions
taken to increase transmission transfer capacity.
Actions include - Continue actions from Alert 2.
- Use of Transmission short-time limits where
possible without endangering the system - Report listed in appendix 9B, Section C must be
submitted to the RC within two business days of
downgrading or termination of the Alert
