  • Background
  • The Urban Resource Centre (URC) is a
    non-governmental organization working with the
    urban poor communities in Phnom Penh.
  • URC was set up in April 1997, under a ACHR
    initiative.
  • The main goal of URC is to improve the living
    condition of poor people in Phnom Penh by
    participating in and promoting community-driven
    and people-centred development process.
  • The URC currently has 25 staff, including 7
    women.

    development and poverty reduction issues

Gender Perspectives
  • Documentation Projects
  • Showing the statistics of women and the children
    in the documents.
  • Survey and interviewing for community information
    or families is mostly from women, as they stay at
    home and have time to participate community
    meetings or processes of community development.

  • The communities have highlighted that widows
    families face more problems than other families.
  • In the documentation we also mention about the
    common and priority problems of the communities
    which women have said affected them more.

  • Women make up a substantial part of each poor
    community ( over 55 of the population at the 4
    land sharing sites communities are female).
  • Women also bear the brunt of living in poor
    physical conditions, often being confined to that
    environment while looking after children and
    trying to seek an income for the household.
  • Women play significant roles in community
    participation in upgrading projects.

  • Gender Training
  • Participation in Gender Training at Kampong Speau
    Province, that was sponsored and organized by
    Oxfam-GB.
  • Providing training to URC 14 staff (7 females and
    7 males) with facilitation from Oxfam-GB about
    the Gender Gap Audit(GGA) was devised by
    Oxfam-GB. (URC staff of 25 includes 7 women)
  • 6 communities were selected to do gender survey
    and analysis.

  • It is a baseline survey designed to assess the
    gender situation within a community by gathering
    qualitative and quantitative socio-economic data.
    There are four main topics social care, the
    political situation, culture and socialization,
    and economic issues.

Gender Needs
  • Capacity building for females to give the women
    the same opportunities as men.
  • Capacity building to males to make them change
    themselves to give more opportunities to females.
  • To create special support to females to develop
    their capacities.
  • Females have special needs for training in order
    to have the opportunities and capacities to
    participate in some skills.

  • Housing, food, water, toilets. are urgent needs
    with gender perspectives.
  • Domestic violence education needed especially in
    poor communities. This affects mostly women.

  • - Capacity of staff is still limited to measure
    effective gender participation (URC OA process
    report).
  • - Gender now addressed in several URCs projects
    but often not understood that gender perspective
    is more than counting number of males and
    females.
  • - For community workshops women staff more
    active in organization and participation.

Issues and Concerns of Gender in URCs Projects
  • Need for and overall organizational gender
    strategy.
  • Need a clear approach to gender perspectives in
    each project.
  • Many gender issues and concerns are specific to
    individual households not to all women or all
    communities ( food security, domestic violence,
    childcare/housework, family health)
