The projects objectives

• To Improve the quality of actions of 70 Romanian
  and Bulgarian CSOs working with the most
  disadvantages group
• To integrate the organizations into existing
  European Networks , to transfer European
  experience and know-how
• To improve cooperation between NGOs and policy
  makers.

The main activities

• Benchmark on the European existing networks
• Creation of a web-site
• Working-groups with experts from NGOs and public
  authorities in fields vocational and employment
  for youth in difficulty, roma population and
  children abandoned (Romania si Bulgaria)
• European Seminar on exchanging experience in the
  vocational and employment support(Romania)
• Conference on the challenges of integration in
  the European Union (Romania)
• Seminar on services for abandoned children
  (Romania)
• Workshop on advocacy and fundraising (Romania)
• Closing conference (Bulgaria).

• Creation of the working-group
• Analisys of policies in the field
• Exchanging experience (site visits)between NGOs
  and local authorities with similar services
• Identification of common initiatives and joint
  actions.

• Analysis of a legal framework in the field ( Law
  279/2005 regarding apprenticeship at working
  place, Law 116/2002 regarding the prevention and
  fighting against social marginalization)
• Strengths
• -there are quality standards for social
  services
• -decentralization of local and regional
  system
• -is promote the collaboration between civil
  society and public authorities
• -the legislation foresee facilities for
  employers which engage youth in difficulty.

• - the lack of a coherent methodology and
  procedure for a good application of standards
• - some requests of the standards are
  nonrealistic
• - the conditions foreseen in standards (space,
  endowments) are over the conditions of regular
  youth from Romania
• - the collaboration between NGOs and authorities
  arent settle (superposing of the roles)

The conclusions of working- group regarding the
site visits

• The youth motivation for work is stronger in case
  of services with an auto financing component
• The socio-emotional implication of youth, the
  accentuation of liberty for each beneficiary
  facilitate the socio-professional integration for
  disadvantaged youth
• The necessity for monitoring and accompanying the
  youth till they obtain a satisfactory
  independence degree

The conclusions of working- group regarding the
site visits

• The youths motivation is stronger then they are
  involved in the activities of the program which
  is developed for them (ex the qualification for
  masonry in order to build themselves the houses)
• The rapport involvement/benefits helps youth to
  assume responsibilities
• The need to involve the authorities in sustenance
  of services visited.

Prospects for the next meetings

• To harmonize the training with offers for
  employing

  of professional integration for marginalized

  life skills
• To sensitive the business sector in order of
  professional integration of youth in difficulty
