- To Improve the quality of actions of 70 Romanian
and Bulgarian CSOs working with the most
disadvantages group - To integrate the organizations into existing
European Networks , to transfer European
experience and know-how - To improve cooperation between NGOs and policy

- Analysis of a legal framework in the field ( Law
279/2005 regarding apprenticeship at working
place, Law 116/2002 regarding the prevention and
fighting against social marginalization) - Strengths
- -there are quality standards for social
services - -decentralization of local and regional
system - -is promote the collaboration between civil
society and public authorities - -the legislation foresee facilities for
employers which engage youth in difficulty.

accentuation of liberty for each beneficiary

disadvantaged youth - The necessity for monitoring and accompanying the
youth till they obtain a satisfactory
independence degree

- The youths motivation is stronger then they are
involved in the activities of the program which
is developed for them (ex the qualification for
masonry in order to build themselves the houses) - The rapport involvement/benefits helps youth to
