Energy Sector

    basically support ADB to continue in energy,
    transport and agriculture

ADB Strategy
  • This strategy is to be achieved through
  • Improvements in the institutional structure,
    operational efficiency financial performance
  • Support in the development of regional energy
    trade projects

External Assistance
  • In 2005, the Government developed a strategy
    based on a two-track approach for the domestic
    and export markets
  • The first track of the Governments strategy, to
    focus on the domestic market, is being supported
    by the multilateral and bilateral donor community
    through a range of rehabilitation projects
  • The second track of the Governments strategy, to
    focus on the export market, like ongoing Central
    Asia South Asia Regional Electricity Market
    Project (CASAREM)

Regional Power Transmission Project
  • The Projects scope will cover the construction
    of a 220kV 2 circuits transmission line from
    Sangtuda to Pul-e-Kumri. Capacity 2x300MW.
    Construction time 2 years. Cost 26 million
    Afghanistan and 23 million in Tajikistan
  • The project will help reduce the winter power
    deficit by (i) increasing the available level of
    generation and (ii) decreasing the level of
    technical losses in south Tajikistan
  • Both measures will aim to export 300 MW to
    Afghanistan and generate additional 320 GWh
    annually in Tajikistan.

Tajikistan capacity
  • In April 2009 additional generation capacity of
    Sangtuda I (670MW). This capacity will be made
    available for Afghanistan from April to November
    (8 months).
  • In December 2009 commissioning of the 500kV
    North- South transmission line allowing the
    transit of power coming from Kyrgyz Republic and
    Kazakhstan especially during winter.
  • In 2011 additional generation capacity of 240MW
    will be added in the Tajikistan system
    (Sangtuda-II HPP) allowing TAJ to export during 9
    months.

Nurek 500 kV Switchyard Reconstruction Project
  • 17 November 2008 ADB Board approval
  • A grant of 54.77 million will be provided from
    ADBs Special Funds resources to the Government
  • The Project is the retirement of the existing
    Nurek 500 kV switchyard and the building of a new
    Nurek 500 kV switchyard on a new site within the
    Nurek Hydro-Electric Power Plant (HEPP) complex.
    The existing 500 kV equipment will be dismantled
    and will mostly be used as spare parts for other
    500 kV substations.
  • The Government signed a loan agreement with
    Kreditanstalt Fur Wiederaufbau (KfW) in August
    2008 for the financing of the new 220 kV GIS
    switchyard with a projected completion date of
    April 2011. The proposed 500 kV reconstruction
    project under ADB financing will complete the
    required rehabilitation of the switchyards.
