- Users / action officers play a key role in
defining the operational design of the system and
validating the system was built according to
specification - The system shall be user friendly, intuitive and
require minimal training - The system shall be Net-Centric using the latest
web and integration technologies - The system shall integrate with other
systems-of-interest (DRRS, JDEIS, etc) to
minimize rework and maximize information sharing - The development effort is collaborative -- all
stakeholders will have input

a net-centric system
- Spiral 1 JLLIS will be available at a single
location for all users - One URL for all COCOMs
- Access to data will be controlled by the logic
internal to the JLLIS application - For example, a Lessons Manager from PACOM will
have access to unpublished observations submitted
by PACOM users, and will not have access to
unpublished observations submitted by JFCOM users - Spiral 1 development will focus on a scalable
