1st RPF Aug 2000
  • That, in respect of the current shortages of
    qualified materials technicians for quality
    control, that an RPF Task Group be formed to
  • Promote recruitment of materials technicians
  • lobby for ECSA registration of Materials
    Technicians
  • promote the reintroduction of Materials Diplomas
  • promote the introduction of materials
    post-graduate training for Technicians

  • AsAc putting together block course to be held 2005

1st RPF Aug 2000
  • That an Action Committee, consisting of E Horak,
    P Hendricks, B Perrie and P Myburgh, be mandated
    to advance the formation of the Road
    Infrastructure Centre through
  • Support
  • Establishment of goals and objectives
  • Advice on its modus operandi
  • and expand the membership of the Action
    Committee to be representative of the industry

  • That the proposed Bitumen price index (BPI) as
    presented by Mr Piet Myburgh be monitored and
    reported on at the next RPF
  • (5th RPF) That the working group on the Bitumen
    Price Index be tasked to draft appropriate
    insertions into contract documents and that the
    matter be taken up with SAFCEC to facilitate its
    implementation

  • It is recommended that the Asphalt Academy
    further investigate the proficiency of
    bituminous binder testing in South African
    material laboratories. Proposals will then be
    developed to identify problems
  • (5th RPF) That the working group on Laboratory
    Testing Accreditation explore the mechanisms
    and means by which the proposed National
    Proficiency Testing Scheme can be implemented

  • That the RPF be regularly appraised of
    developments in the field of skills development
    (and technology transfer) within the framework of
    the Skills Development Act of 1996.
  • That a RPF Task Group be convened by Les Sampson
    to establish contact with formal structures in
    this field and to disseminate information to the
    RPF

    Specifications be incorporated as a Working Group
    of the RPF

  • That a task group is convened to establish a
    system or procedure whereby the content of
    national specifications, manuals and guidelines
    in use feature best current practice and reflect
    a balanced view acceptable to both road owners
    and product and service providers.
  • That a means of synthesising/disseminating this
    content as widely and cost-effectively as is
    reasonable also be examined.

  • The RPF funders to keep the members abreast of
    developments in the implementation of the
    labour-intensive strategy in Gauteng and of
    progress made in the rollout of the Expanded
    Public Works Programme, especially with respect
    to road pavement technology

    approached to sponsor delegates to the PIARC
    Technical Committees on Theme S1 (Road
    Technology) and to keep the RPF abreast of
    developments in this area

    trends of Performance Grading (PG), including the
    fingerprinting of various SA crude source binders
    using the American PG System
