4Angola Educational Assistance Fund
- The Angola Educational Assistance Fund (AEAF) was
launched by Citizens Energy in March 1996 as a
501(c)(3) non-profit organization. - AEAF collaborate with, and advises the Catholic
University of Angola (UCAN) - Promotes the collaboration between higher
education institutions and development
organizations, in Angola and abroad - Encourages the involvement of the private sector
in educational activities in Angola

- Open university, admission criteria based solely
on merit, its purpose being to serve Angola and
its people - UCAN opened its doors in November 1999 to its
first class of students, there are 1000 students
enrolled - Its presence creates an alternative that
encourages higher standards of academic education

- Originally drafted by the AEAF in 1996 for long
term financing of a social development project - Legislation passed in July 1997 to fund the
University using the countrys oil revenues - UCAN receives one cent per barrel from the oil
production (0.01/barrel) - Other institutions of higher learning
benefitfrom similar decrees passed later

- Further school selection and fund raising under

22Computer Engineering Department
- In May, 2000, UCAN requested AEAF assistance in
creating a Computer Engineering Department - 75 students enrolled in the preparation year,
classes will start in January 2001 - Curriculum is being developed
- 2 year diploma, 4/5 year under-graduate degree
- Tailored to market needs, new telecommunication
policy, etc - Survey among companies operating in Angola
- Submission to Ministry of Education for approval
- Faculty staff recruiting is underway
- Resumes are being reviewed
- Initially, reliance on some foreign staff, long
term goal is an all-Angolan faculty
