1
Integrated GIS, AVL, and Radio Communications
A Case Study of the Holmes County Highway
Department
Director Erik Parker
2
  • GOAL
  • Provide Holmes County GIS Consortium member
(County Engineer) with an Automated Vehicle
    Location (AVL) system.

3
  • Requirements
  • No monthly recurring costs for service or
    wireless cards
  • Able to track all vehicles regardless of
    conditions
  • Provide limited access for Public to view
    snowplow/salt trucks
  • Provide countywide coverage 422 sq. miles of
    Appalachia
  • Access to historical GPS track data
  • Must be inexpensive

4
  • Challenges
  • Cost all available options had service fees per
vehicle starting at 25 per month. 35 vehicles x
25 875 minimum per cost per month. Must
build application in-house to meet goals.
  • Transmission how to get GPS position data from
    vehicle to central server
  • GIS Access what platform to build application
on that would provide different levels of
security access for Public and internal users?
  • Archiving how best to archive data if necessary
    to develop the application in-house
  • No Example considering all the restraints put
on the project there was no known example to use
    as a guide for development

5
  • Solution Components
  • Motorola MOTOTRBO radio system
  • ArcGIS Server Web Application
  • Microsoft SQL 2005
  • WebGIS Solutions custom web development

MOTOROLA Case Study of Holmes County Engineer AVL
8
  • Technical Challenges
  • Separation of GPS data traffic from voice traffic
to avoid noise on voice communications
  • Configure digital frequency for local talk around
channel necessary for always on GPS
    transmission
  • Mechanism for listening on a port for GPS XML
    output
  • Archiving data on regular basis in SQL to
    conserve space
  • Display of GPS data and security on website

9
  • Benefits
  • Track not only all vehicles, but all portables if
needed (35 mobile and 20 portable handhelds)
  • Emergency locating
  • Variable cadence to prioritize GPS traffic per
project or seasonally not known to exist in pay
    services
  • No monthly costs for AVL service
  • Real-time public access to snowplow/salt truck
    locations
  • Locate lost or stolen radios based on last
    recorded location
  • Historic GPS recall accountability of employees
    and to public

10
  • Future
  • Integrate GPS data into Asset Management system
  • Integrate third party controls in vehicles for
    enhanced in-car reporting (e.g. plow up/plow
    down, rate of salt spreading)
  • Track mileage and compare to fuel consumption
  • In-vehicle GIS tools using onboard GPS
  • Route efficiency analysis
  • Duplicate system in fire and EMS vehicles
countywide with access to location data in E911
    Dispatch and stations
  • Push data from central server to mobile data
terminals using MOTOTRBO as a modem (e.g. 911
    call locations)
