NB-CPD
- Notified bodies take responsibilities in areas of
public interest - Legal entities established on the territory of an
EEA Member State - Accreditation to the EN 45000 or EN ISO/IEC 17000
series of standards is a support to the technical
part of notification, but it is not a requirement
3Responsibilities for Member States
NB-CPD
- MSs should add to their Notification criteria
- Participation in the GNB
- GNB document knowledge and their use
- MSs should periodically subject their NBs to
surveillance - To instil confidence in the system and therefore
in CE Marking, MSs should coordinate notification
criteria

6Role of Notified Bodies
NB-CPD
- Producer is fully responsible for the attestation
that products are in conformity - For ALL attestation of conformity systems, the
manufacturer establishes and signs a declaration
of conformity (before CE Marking) - Depending on the AoC system, the manufacturer
requires a NB attestation - Systems 1 and 1 Certificate of product
conformity - System 2 Certificate of FPC conformity
- System 2 Initial FPC inspection report
- System 3 Evaluation report(s) (test and/or
calculation) - The involvement of a third party does not relieve
the producer from any of his/her obligations
7NB-CPD
- In the framework of the CPD, NBs are notified
for - Harmonised standards or ETA-Guidelines (and
CUAPs) and specific test (or calculation) methods
(for testing laboratories only) - Specific tasks certification, inspection,
testing (or calculation) - Manufacturers can use NBs from any EEA country.

14Group of Notified BodiesThe tasks of the GNB are
NB-CPD
- to promote mutual confidence and transparency
between all NBs and the enforcement authorities
within the EEA - to achieve a consistent application of the
conformity requirements by all NBs - to ensure that all information is available to
all interested parties, on the scope and
competence of NBs and the services provided - to contribute to the development of standards and
ETAGs within the scope of the SGs, as far as
evaluation of conformity is concerned

20Goal of GNB documents
NB-CPD
- GNB documents are developed in a democratic
forum, based on consensus between all involved
NBs - NBs should behave accordingly
- MSs have been requested (EC GP A SCC meetings)
to add their use as a notification requirement - Sometimes contain information that is also
relevant to manufacturers - (relevant clauses) Should be withdrawn when
documents with a higher status (e.g. EN / ETAG /
CUAP) incorporate their content

- GNB Position Papers
- Are not legal interpretations of the Directive.
- They are not judicially binding
- They do not modify or amend the Directive, EC
Decisions and harmonised specifications in any
way. - Goals
- Ensure equivalent NB behaviour when performing
attestation activities under the CPD - Add detail where this is missing in EN / ETAG /
CUAP
