railway connection critical - Exploring all options.

- HLOS DMU Project superseded following
electrification announcement - New DfT Rolling Stock Plan expected before the
end of the year - Class 319 EMUs to be cascaded to free up DMUs for
further cascade - In theory, everything cascades down, with Pacers
falling out of the bottom - Too little, too late!

- Recent thinking has involved bringing stock in at
top of food chain and cascading down - Superseded HLOS DMU project highlights that this
concept is flawed nobody able to make a
satisfactory business case - Necessary to introduce new stock at the bottom of
the food chain, firstly superseding Pacers and
later Sprinters, enabling upward cascade to
infill where overcrowding exists.

- Pacers need to be replaced now, not in 2016
- Offset capital cost against -
- lower maintenance cost
- better reliability
- much lower fuel consumption and
- lower emissions
- Cost neutral over ten years
- But rolling stock must be low cost to purchase
and to maintain.

- Network Rail says -
- Electrics 50 cheaper to run
- Electrics 33 cheaper to maintain
- Electrics 90 more reliable
- Electrics emit up to 30 less CO2
- But -
- Diesels need no OHLE maintenance
- Diesels dont depend on OHLE reliability
- CO2 statement relies on green energy.

35Summary
- Electrification is a good thing, but will not
provide the whole solution - Bottom up DMU replacement required, starting with
superseding Pacers - Low product cost through realistic specification
and low cost manufacturing - Low life cycle cost through innovative tools,
services and equipment.
